STAFF REPORT
.
The Parks, Recreation and Community services Department had
budgeted in the current fiscal year for a new facilities
manager position at sturges Center for the Fine Arts to make
the position permanent for Harold Luther, who has been funded
by the Fine Arts Commission for two years. As assistant to
the Fine Arts Coordinator, Mr. Luther has been indispensable
to the multi-faceted operation of sturges Center.
Because of sturges' very busy schedule, it is impossible to
operate the center with one person and daily hours of 8 a.m.
to 5 p.m. must be maintained for administrative needs,
scheduling, accommodation of two tenants and regular daytime
use, as well as, busy evenings and weekends. The center is
booked solid through the end of this calendar year and
reservations are already made for next year.
The Fine Arts Coordinator not only serves as coordinator for
sturges Center, but also has responsibility for Roosevelt
Bowl, the art display in perris Hill Park, the Pavilion at
Seccombe Lake, and supervision of another recreation
supervisor handling cultural arts classes, trips and tours,
tiny tots, department brochures, master calendar and special
events. He obviously cannot devote all his time to sturges
Center.
Most of the technical stage work, including lighting, sound
and sets is overseen by Mr. Luther. He also oversees work by
City custodians, spot checks facility trouble spots, opens
and closes for evening activities, maintains the lighted
marquee sign, does set-up and break-down of equipment and
works with facility users on staging and auditorium needs.
His familiarity with the facility and its needs is
formidable.
In Mr. Baffrey's absence, Mr. Luther serves as receptionist,
coordinator, and trouble shooter. His familiarity with the
facility is invaluable, his having worked as facilitator for
the renovation crew for five years. He has demonstrated
loyalty, dependability, and honesty during all this time far
and above the normal call of duty.

STAFF REPORT
.
Since the attempt to create a full-time position was not
approved for the Park and Recreation Budget due to budget
cuts, application was made to the Fine Arts Commission which
had funded this position for the past two years. The grant
was rejected, and I quote from the minutes of the meeting
held on Tuesday, September 11, 1990, "The commissioners
stated that the Sturges Foundation grant application should
be a matter for the Ways & Means Committee. This grant
request is not what the Fine Arts Commission should be
handling. The application is solely for the purpose of
paying one man's salary to assist with operating a building,
not for improving the physical structure of it. The funds
for this should be taken off the top and let the Fine Arts
commission deal with the fine arts."
MOTION:
By Harry Murray that the sturges Foundation grant
request in the amount of $21,000 be denied because
it has nothing to do with art programing, it's a
person's salary.
By Richard Simon and approved by the commission
with Dorris Ballard abstaining."

Most of these groups use the Sturges Center for rehearsals,
productions, etc.' The center not being adequately staffed,
will make it extremely difficult for the usage of the groups.
In this respect, the commission's action does not make any
sense. Also the master plan attached states on page 9 line 7
funds to be used for wholly in support of arts group cultural
facilities, staff and City beautification projects.

handles maintenance and minimal custodial duties. Two additional
organizations - San Bernardino Art Association and San Bernardino
Valley Community Concert Association - occupy space as tenants in
the building. Only one full-time .dministrator is assigned the
responsibility for the entire complex of auditorium, office, con-
ference room, music room, dance studio, gazebo and grounds. No
secretarial, receptionist, technical or other assistance is pro-
vided.

From June 1987 to the present, circa 78,000 persons have passed
through the facility, with an average of 2,168 per month. One
month (May, 1990) had an attendance of 10,349 persons. Fees and
rentals have generated over $53,000 in revenue for the City. The
low rates established by the Mayor and Council have made it an
attractive facility for low-income groups. Many organizations
utilize the facility twice and three times a year. Many rehearse
on a regular basis. It is now used extensively for public hearings
by Federal, State, County and City groups. Its popularity is
steadily increasing.

all extremely ne~essary for practical operation. Harald Luther was
originally employed by the Sturges Foundation for 2.5 years at a
nominal salary. He also donated many hours to help create this
facility. For three years, he was funded by the Fine Arts Commi-
ssion. An attempt was made in the current budget to provide a
full-time position for him in the Parks, Recreation and Community
Services Department, but budget problems, a hiring freeze and other
restraints have made this impossible. He has demonstrated great
aptitude, talent and dedicated application in all areas and is
familiar with more areas of facility concern than anyone else in
town. Additionally, he is now in chrage of all technical operations
and, with budget cuts overall, functions as custodian on weekends.
He also works part-time for operations at Franklin D. Roosevelt
Bowl and the Pavilion at Seccombe Lake. He assists with operations
at Heritage House. He possesses invaluable skills and knowledge
most needed for the operation and is titled Assistant Fine Arts
Coordinator.

to praise his efforts and attitude. He is a most highly valued
employee.

I wanted to thank you for your help in makinq our hearinq on
the San Bernardino pipeline explosion a success. Your testimony and
the points you raised were very important to our deliberations. In
addition, we very much appreciate your makinq the sturqes Center
available to the subcommittee for the hearinq. The assistance of
your staff was invaluable in providinq support and assistance. We
would especially like to thank your executive assistant, Ms. Rachel
Krasney, and Mr. Norman Baffrey, Mr. Harold Luther and Mr. John
Vasek of the sturqes Center.
The subcommittee is qoinq to closely monitor the activities of
the U.S. Department of Transportation's Office of Pipeline safety
and the California Fire Marshal's Office in their follow-uP to the
suqqestions made at our hearinq. In addition, staff will attend the
National Transportation Safety Board hearinq on the incident, to be
h~ld August 28 - September 1 in San Bernardino.

I want to express to you my sincere appreciation
for all the wonderful help you gave us for the Dietrict
Metropolitan opere Auditions this year. I am personally
very greteful to you for all the things you remembered
to do for us and for invaluable assistance expecially
an that day.
The auditorium wes lovely. The stage was set up
just right, The dressing roams were all fresh and well
e~uiped with tebles and cheirs. The tables in the hall
were just fine and ready far our decorations. The
Board room was well set up. Everything was just really
great. I don't know what I would have done without you.
I am enclosing a receipt far the gift of your
generaous donetian. It wes very kind of you to do all
of this far us and I want ~ou to.know that it is very
greatly appreciated expecially by me personally.
I am also enclosing a copy of the Special Annlunce-
ment which I have sent out to all those who contributed
special Awards, Etc., concerning our First place Winner
who also won First Place at the Regional Auditions and
will go to New York on March 18th to compete in the
National Auditions.

CALLED TO ORDER
The meetinq was called to order by Chairman Barry Silver.
At this time Thelma Press informed the commissioners that Dr.
Amer El-Ahraf has accepted an out-of-state job effective
October 1990. He has tendered his letter of resiqnation from
the Fine Arts Commission, and has suqqested a replacement.
BUDGET REViEW
Richard Simon suqqested that the commission review the qrant
applications on each orqanizations merits without reqard to
how much money the Fine Arts commission has available: then
determine what would normally be allocated if the commission
were not strapped for funds: total the allocations aqainst
the dollar amount of the budqet ($180,00) and prorate the
amount.
Harry Murray qave an overview of the budqet worksheet he
developed for qrant allocations, which is similar to the
suqqestion Richard made for qrant allocations.
REViEW GRANTS
Sturaes Foundation
Thelma Press announced to the commission that Council advised
sturqes Foundation to apply for a qrant application for waqes
because budqets are very tiqht and the commission should take
into consideration and fund the sturqes Grant to continue to
pay for the assistant to Sturqes Center Fine Arts
coordinator.
The Parks, Recreation and community Services Department had
put this on their budqet but all department's budqets were

cc~. This item was cut trom the Parks, Recreation and
community services Department's budqet. Therefore, it was
suqqested that Sturqes' qrant request be tunded by the Fine
Arts Commission for an assistant's salary and have the
commission recommend that next year the sturqes Foundation
raise its prices so it will be able to absorb the salary.
The commissioners stated that the Sturqes Foundation qrant
application should be a matter .for the Ways & Means

Throughout history, most nations have attempted to improve
the quality of life through expressions of their values in
various cultural forms such as drawings, paintings, carvings,
sculpture, music, drama, dance, weaving, and the design of
tools
and implements.
Those expressions which have
contribute beauty and inspiration to individuals within each
culture have been labeled the Fine Arts.
Often various art'
forms are among the few remnants of past civilizations and
cultures

demonstrate

inspirations
and
acomplishments to which those nations aspired.
The Fine Arts are an integral part of the American culture.
Since it is the role of each culture to educate its members
in its traditions, values and aspirations, San Bernardino has
the responsibility to provide maximum opportunity for its
citizens to participate fully in the arts.

The population of the City of San Bernardino is comprised of
various ethnic and socio-economic groups.

within a community represent one of the most important
magnets which attract people and corporations, a pervasive
and rich program in the arts becomes an economic necessity
for the future development of progressive cities such as San
Bernardino.

THE ROLE OF THE
FINE ARTS COMMISSION
In recognition of the need for a program of Pine Arts, the
Mayor and Common Council of the City of San Bernardino estab-
lished in October, 1983, the Fine Arts Commission for the
City indicating that the Fine Arts Commission shall:
A. Make recommendations to the Mayor and Common council
for the development and promotion of Fine Arts in .

PRIORITIES
During the early stage of the Commission, a concerted effort
is being made to develop community awareness that the Fine
Arts Commission is an agent of the city to enhance the
quality of life through encouragement, support, and promotion
of Fine Arts activities. To accomplish this function, the
Commission has adopted the following priorities:

COOPERATION AMONG
FINE ARTS ORGANIZATIONS
The Fine Arts Commission actively encourages art groups whose
activities are duplicating to seek means of combining their
efforts so as to improve the quality of tbeir activity and
develop broader audience participation. Working together to
combine similar, less-productive groups into a cobesive,
fruitful organization will benefit the performing artist, the
organization, and the recipient audience. The goal is to
develop an activity that will offer the higbest fine art.

In recognition of the philosophical position that the quality
of life and hence the social and economic wellbeing within a
community are directly related to the variety and quality of
cultural activities within that community, the private
sector, including business and individuals, have made large
contributions in support of the arts.

form of donations, endowments, bequests, and the establish-
ment of foundations to provide funding for a variety of Fine
Arts activities.

GOVERNMENT SUPPORT
Governmental bodies should set the standard for support of
cultural activities as part of their responsibility to pro-
vide for the social, educational, recreational and entertain

fore, an on-going system of support should be established and
protected from the vagaries of annual budgeting. (See
Section 9)
SECTION B
EXISTING AND PROJECTED
FACILITY NEEDS
Within the City of San Bernardino, there are several types of
facilities available for use by cultural groups. They
include auditoriums, galleries, and meeting places of varying
sizes and accommodations.
Schools, churches, and a few
business concerns provide some access to such spaces but
often on a very limited basis depending upon that organiza-
tion's needed usage. Some co~ercial facilities may be
available upon payment of fees. The need exists for regular-
ly available public facilities which provide spaces for
lectures films, music and dance recitals, dramatic
presentations, and galleries for exhibit of paintings and

sculpture>. The public libraries, the convention center and
the City cultural center are available for some activities
but because of the nature of the accommodations are not
suitable for others such as music, dance and dramatic
presentations. A commitment to an early completion of the
Sturges Project is greatly needed.

The Arts and Public policy in the United States, background
papers for tbe 67th American Assembly (1984), is a publica-
tion whicb reviews the current status of tbe arts in the U.S.
along with a perspective on historical development and
support of tbe arts. Researcb by tbe Ford Foundation and
otbers is summarized regarding funding and support of tbe
arts. Data indicate tbat bistorically and currently, oper~
groups, dance companies, tbeatre companies and art museums
are rarely able to generate more than 40-50' of needed
funding through their own funding activities alone. There-
fore, the survival of such groups is dependent on govern-
ment and/or private sector auxiliary support on a regular and
ongoing basis.
.The goal of universal access to and availability
of the arts is an essential component of a public
policy in the arts. We recommend that, whenever
feasible, lower admission prices, more even distri-
bution of arts facilities, and greater recognition
of arts forms all be encouraged......Final report

The parties agree as follows:

Recitals .
A. organization has requested financial
assistance from city for the fiscal year 1988-89, in
order to assist in defraying the expense of certain
concerts, shows, festivals or events or activities
sponsored by organization as set forth in organi-
zation's grant proposal (hereinafter "the proposal")
approved by the Fine Arts commission of the city, a
copy of which proposal is on file in the Office of
cultural Affairs. The terms of the proposal are

the City Finance Director, City shall pay to organiza-
t~on from the budget for the 1989-90 fiscal year, the
total sum of twenty thousand dollars, to cover the
costs per the Fine Arts grant application agreement.
3. Use of Funds. The funds paid to Organi-
zation shall be used solely for the purposes set forth
in Paragraph 1 and in strict compliance with the
provisions set forth in the proposal. No deviation
from the proposal shall be made without the express
approval of the City of San Bernardino. said funds
shall be expended by June 30, 1990 and any unexpended
funds shall be returned to City by organization.
4. Accountinq. At such time or times as may
be requested by the city Administrator or Director of
Finance of City, organization shall submit to the city
Administrator, with a copy to the Director of Finance
and the San Bernardino Fine Arts commission, an
accounting of the proposed and actual expenditures of
all revenues accruing to the organization for the
fiscal year ending June 30, 1990. Financial records
shall be maintained in accordance with generally
accepted accounting principles by organization in such
a manner as to permit city to easily trace the expendi-
tures of the funds. All books and records of
organization are to be kept open for inspection at any
time during the business day by the city or its

Termination

written notice to organization and this agreement shall

the event this Agreement is terminated for reasons of
improper use of funds or use of funds for any purpose
other than those authorized, any unexpended portion of
the funds provided by City shall be returned to City.
In addition, organization shall reimburse to City any
funds expended which were used for any purposes other
than those authorized under this Agreement.

its interest in this Agreement without the prior
written approval of City.

dance studio, gazebo and grounds. No secretarial, receptionist,
technical or other assistance is provided.
From June, 1987 to the present, circa 40,000 persons have
passed through the facility, with an ayerage of 1,666 per month.
One month had an attendance of oyer 5,000 persons.' Fees and rental
have generated over $32,000 in revenue for the City. Many organ-
izations utilize the facility twice and three times a year. Many
rehearse on a regular basis. It is now used extensively for publi(

The Commission decided that the deadline for grant requests
should be no received no later than the month of February in
order to be able to review and get the necessary paper work
completed before the end of the fiscal year budget.
Wavs & Means Committee
The Fine Arts Commission vote to reject 60/40 spilt and the
Commission's proposal to the Ways & Means Committee:
At the September 8, 1989, Fine Arts commission meeting
according to Chairman Barry Silver's conversation with
Councilwoman Esther Estrada after the Black History Parade
request two years ago, discussion was that the Fine Arts
Commission should look at a 80/20 split.

The Commissioners discussed the report of Fine Arts Liaison
Thelma Press that the Ways & Means Committee have suggested a
60/40 split for the 1989/90 budget.
Due to the larger range of organizations that request funds
of the Fine Arts Commission to develop their artistic
endeavors, the Fine Arts Commission suggests a more equitable
budget split of 70/30 as it is necessary that the Fine Arts
commission retain a significant portion of the budget split
to ensure the continued fine arts growth in our city. A
60/40 spilt will place grave restrictions on the Fine arts
activities for our city.

National Dollar to the Arts
Harry Murray: There is a national concern taking place in
congress which concerns U. S. Senator Jesse Helms. This
involves the national dollar to the fine arts as to what art
is to be funded and what art is not to be funded. This is a
major issue across the U. S. because it may conflict with
many organizations' functions relating to grants.
