Dear Hr. Flores:
I am writing you in desperation trying to get fin8ncial help from
Community.Development to demolish the buildings on my property.
The:'Pro~rty is located at the comer of Fourth and H Streets in San::
Bernardino and formerly housed Skadron College of Business for seventy-one years.
The property is large and extends up to the motels on 5th St. It is 116,215
sq. Ft. (2.67 acres) in the heart of the downtown area.
The main school buildings have been vacant since October 1987 and it has
been a nightmare trying to maintain empty buildings in the downtown area. I
installed sn alarm system with central reporting, hired security guards to
patrol each night, a gardener who cleans up the garbage and other residue left
by transients daily. These measures along with insurance cost me $1,000 each
month. In spite of this the property is becoming an eyesore. Tenants living
free at .221 North H have not paid their water bill and have junk and furniture
on the property. Debra Daniels office is going ahead with eviction and
boarding up of the building although the tenants were given a 30 day notice and
will be out soon.

The property has been' shown to over 80 developers and has been in escrow twice.
It fell out two montha ago when the City declared the main building did not meet
earthquake code. I agreed to pay for retrofitting but the. buyer did not want to
be involved.
With your financial assistance I would like to demolish the buildings and
fence in the bare ground. The bare land would greatly improve the overall
appearance of the area and I think would be a worthwhile use of Community
Development funds. Maybe a developer would be more likely to buy the bare
ground also.

As you know, the property is l~ted on the North-East corner of Fourth
and H Streets and contains 116,215 Sq. Ft. of land plua 10,000 Sq. h. of
c:ommerc:ial buildings, fi ye old houses, a shed and a portallle public IIc:hool

On aeeing the property, you said that it was definitely blighted and could
come under the prOri.sionaof the Redevelopment Act. I understand thet
re-development lIoney is most cOlllllOn1y used to help a new developer in I18king a

1. It is my und\l1"standing that Redevelopment Func18 can be pad to remove
blight. In apite of all my effOrts the 2.6 acres has become blighted and this
1erge piece of land stands out like a sore thumb in one of the nicer downtown
areas.

because one unbroken piece of land looks bisger and more impresaive. This -

funds for demolition from the Redevelopment Agency, my only recourse is to
fance in the remainingunfanc:ed area and sit on it until it sells, even if it.

I really need Redevelopment funds to demolish mybuiJ.dings. The spproximate
cost is $50,000. If I could set an approval in concept to do the work, I would
proceed to pay- for an eabestos inspection and get exact costs for asbestos removal
demolition and fenciDs. Any help you can give ~ will be greet1y appreciated.
