STAFF REPORT
A request has been received from J.N. Beeler &
Associates, by letter dated 8-15-90, for a waiver of the
requirement to connect to the City's sewer system. This re-
quest is for a single family home to be constructed on a 2.5
acre parcel on Meyers Road, AssesSOr's Parcel No. 348-101-51.
The nearest sewer is located at the intersection of
Little League Drive and Belmont Avenue. In order to serve the
proposed single family residence, it would be required to ex-
tend the sewer across Meyers Creek, and up the steep hill west
of this watercourse.
Section B, of Ordinance No. MC-663, authorizes the Mayor
and Council to waive or modify the requirement to connect to the
City sewer system where one or more of four conditions exist.
One of these conditions is that the proposed single family resi-
dential development will be built on a lot larger than 1/2 acre
and there is a natural obstruction, such as a stream, hill, or
adverse grades that prevents the practical extension of a sewer
line to serve the development.
The lot in question is larger than 1/2 acre, and the
existence of Myers Creek would preclude the practical extension
of a sewer line to serve this development. Therefore, we
recommend that the request for a waiver be approved.
Granting a waiver to connect to the City sewer system
will not be considered as permission to install a septic tank.
The applicant will be required to obtain a permit through the
normal environmental review and approval process.
The $500.00 administrative fee has been paid, as
evidenced by Miscellaneous Cash Receipt No. 632132, dated 9-19-
90.

Dear Sir:
Our client, Mr. Gary Branclt, is in the process of cleveloplnq
a parcel of lancl for a sinqle family resiclence. This property is
Parcel 1 of Parcel Map 4758, which is locatecl on Meyers Roacl
(Township 2 North, Ranqe 5 West, Section 35) Assessor's Parcel No.
348-101-51.
Due to the lack of public sewers in the area, we are
requesting, on behalf of our client, a' waiver for all off-site
sewer requirements. A percolation test has been performecl by BCA
Enqineerinq Corp. ancl the results show that an on-site sewaqe
clisposal system is feasible. A copy of this report has been
submlttecl to your clepartment.
We are also requesting a waiver of all street improvements
alonq the frontage of this property. A half street section shows
that A.C. pavinq exists from the street centerline out to 18 t feet
alonq the property frontaqe. Further clevelopment woulcl not benefit
either clrainaqe or traffic movement along this frontage.
