Recommended motion:

That the city Engineer and City Clerk are authorized to ~oceed with initiating'
proceedings for the establishment of an assessment district under the provisions of
Chapter 12.90 of the San Bernardino Municipal Code and that the City Engineer is
directed to prepare an Engineer's Report for the proposed installation of traffic
signals at the "I" intersection of Commercenter East and Hospitality Lane in the City
of San Bernardino.

STAFF REPORT
Some interest has been expressed by owners in the area of Hospitality Lane, West of
Waterman Avenue in installing a traffic signal at Business Center Drive and
Hospitality Lane to better provide for the movement of traffic onto Hospitality Lane.
Business Center Drive, however, is very close to Waterman Avp.nue and our Traffic
Engineer has indicated that the proximity of Business Center Drive to Waterman Avenue
would create considerable queuing and delay on Hospitality Lane. It has been
recommended to signalize Commercenter ~ast and prohibit left turn out from Business
Center Drive. This would allow a more even flow of traffic both in and out of the
area North of Hospitality Lane.
It is estimated that the overall cost of such a District would be approximately
SI26,000. If spread on an area basis. the total square foot cost would be SO.Oi which
computes to approximately a total assessment of S3,065 for a one acre parcel. Spread
over a recommended ten (10) year period, the annual assessment would be approximately
S306 plus interest for the one acre parcel. The land within the proposed District
boundaries vary from a small of 3,56i.2 square feet to a large of 108,900 square feet.
Most parcels are in the 1 acre to 1 1/2 acre range.
This would be a City initiated District and no up-front costs would be collected.
It is recommended that authorization be given to proceed to put this District in
place.
