Russell Lackner, Charter Review Committee Chairman,
presented to the Mayor and Council the recommended
revisions by the Charter Review Committee (aka Charter
Revision Committee)
Recommended motion:
O MOTION 11: That the proposed Charter revisions be referred back
to the Legislative Review Committee for further study.

MOTION 12: That a workshop be scheduled for
to discuss the proposed Charter changes.
or
MOTION 13: That the City Attorney be authorized and directed to
prepare the proper documents to place the proposed
Charter changes on the Mar~ 5, 1991, Primary Election

STAFF REPORT
In September, 1988, former Mayor Evlyn Wilcox appointed a
group of citizens to the 21st Century Charter Review
Committee. This Committee, chaired by former Councilman
Russell E. Lackner, began a page by page and section by
section review of the City Charter for the City of San
Bernardino.
Upon assuming office in June, 1989, newly-elected Mayor W.
R. Holcomb reconfirmed the appointments to the Committee and
urged the Committee to continue with its task. After two
years of work, the Committee has completed its review of the
Charter.
At the City Council meeting of September 17, 1990, Chairman
Lackner presented the final recommended revisions and
rationales for each recommended change. The documents have
already been provided to the Mayor and members of the
Council and to save the cost of duplicating them again, they
are not incorporated with this agenda item. However, the
Charter Review Committee' s recommended revisions documents
are on file in the City Clerk's Office.

On October 4, 1990, the Charter Revisions Review was on the
Legislative Review Committee (LRC) agenda. At that meeting
the LRC requested direction from the full Council as to
whether the proposed revisions should be considered as a
whole or piece-meal, and requested that the item be placed
on the next City Council agenda for discussion and further
action.
