05-07-90 -- Authorization granted to proceed with the establish-
ment of an assessment district for installation and
maintenance of landscaping on Waterman Avenue.
Recommended motion:
That the authorization to proceed with the establishment of an
assessment district for the installation and maintenance of
landscaping and irrigation facilities on Waterman Avenue be ex-
panded, from the Santa Ana River to Ninth Street, to the 1-10
Freeway to Baseline Street.

At the Council meeting of 5-7-90, the City Engineer was
instructed to proceed with the formation of an assessment
district for- construction and maintenance of landscaping on
Waterman Avenue, from the Santa Ana River, to Ninth Street. It
has since been proposed that the district be extended from Ninth
Street to Baseline Street.
Landscaping.will consist of installing parkway trees at
40 foot spacing, and the curbed medians between Dumas Street and
Mill Street. An automatic irrigation system will be provided
for all landscaping. Below is a preliminary estimate of cost
for installing the landscaping and irrigation system, from the
Santa Ana River to Baseline Street.
1. Install Parkway Trees - 880 @ $200 Ea. $ 176,000
2. Install Median Landscaping - 70,362

The curbed median, from the 1-10 Freeway to the Santa
Ana River, has been landscaped. However, the maintenance cannot
be included in the Tri-City Landscape Assessment District, since
the median is not within the district boundaries. It is
proposed that the limits of the Waterman Avenue District be
expanded from the Santa Ana River to 1-10 Freeway in order that
the maintenance of the existing landscaping can be assumed by
the District and relieve the City of these costs.
Maintenance costs are estimated at $65,500 per year, for
the entire district.
A copy of the tentative boundaries of the expanded
district is attached for reference. We anticipate having two
zones. One zone would include all parcels fronting on Waterman

Avenue, and the second zone would include all other parcels.
The parcels- fronting on Waterman Avenue would pay higher
assessments, due to receiving a greater benefit.
The area of the proposed district is approximately 2.7
acres. This equates to an average cost of about $28_5.00 per
acre for construction and an annual cost of $38.00 per acre for
maintenance.
Selling bonds is not feasible for a district of this
magnitude. Therefore, we anticipate that the funds would be
advanced and repaid over a period of about 5 years.
We recommend that authorization be granted for the
expansion of the district boundaries.
URGENCY CLAUSE
It is necessary for this authorization to expand the boundaries
to be granted in order for this very important project to
proceed.
