BACKGROUND For some time the discussion of a citywide newsletter for the purpose of Informing citizens of City activities, as well as soliciting through citizen Input, has been under discussion. More recently at the Redevelopment Agency Committee meeting, the Committee recommended forwarding this Item to the Commission/Council, along with the attached staff report, cost estimates and advice from legal counsel on funding. It Is our understanding that the City of Colton Redevelopment Agency funds their City newsletter IOO~. At the time this report was prepared, we had not yet received Information from legal counsel on use of RDA funds. The Mayor has proposed a city-wide quarterly publication to keep San Bernardino's citizens apprised of City Hall's efforts to improve services. This will be an extremely challenqinq task as sources of revenue continue to shrink while demands for services increase. The newsletter will be a valuable tool in obtaininq public support and cooperation in implementinq various cityproqrams. The newsletter will also provide the city with a direct pollinq mechanism to monitor citizen's views, throuqh a reqular questionnaire which can be clipped out and returned to city Hall.
