The Wests ide Action Group (WAG) is an organization that
has been in the the vanguard for equal opportunity and
economic equity for San Bernardino's wests ide for
approximately 18 years. As part of,.the community
leadership in San Bernardino, WAG has worked diligently
with public agencies and elected officials to identify
issues and policies that impact our community. There are
several key issues that WAG feels the City of San
Bernardino needs to address immediately. 'These issues are
as follows:

appointments.
We are formally requesting that the City Clerk place these
items on the Council's agenda for discussion during the
first meeting in September, 1990.

PERSONNEL DEPARTMENT
Pu blic Library, and except as the Charter may otherwise
provide. The Personnel Director shall perform the following
functions:
A. Administer the position classification plan and make
recommendations to the City Administrator for changes
in classifications where warranted.
B. Administer the wage and salary schedules or plans estab-
lished by the Mayor and Common Council and make
recommendations to the City Administrator for changes
in accordance with accepted standards of wage setting.
C. Develop and administer systematic evaluation of
employees' performance dUring and after probation.
D. Develop plans with department heads for the training
and efficient utilization of employees and conduct
studies as a basis for improvement of in-service practices
and procedures.
E. Maintain records of turnover, absences and other indices
of the effectiveness of personnel administration and
recommend methods of improving the personnel
program.
F. Maintain personnel records of all City employees.
G. Administer employee insurance programs and contracts
and the contract with the Public Employees' Retirement
System.
H. Review all personnel action forms for compliance with
City ordinances, resolutions and orders related thereto.

2.04.040 Equal employment opportunity and affmnative
action.
Programs for maintenance of equal employment oppor-
tunity in the City jurisdiction, as achieved through an
affllTllative action plan or other means, sha1l be a function
within the Personnel Department. Direction and coordination
of programs to assure compliance with applicable state and
federal laws shall be directed by an AffllTllative Action
Officer. The AffllTllative Action Officer shall perform those

duties set fortb in the Affirmative Action Plan for equal
employment opportunity adopted by the Mayor and Com-
mon Council and such other duties as are assigned b'y the
Mayor or the Mayor and Common Council. (Ord. MC-198,

2.04.050 Labor-management relations.
Administration of a comprehensive labor and manage-
ment relations program shall be a function within the
Personnel Department. Administration of the program may
be by or coordinated with the person, or authorized
representative, designated by resolution of the Mayor and
Common Council as the City's representative in matters of
employer-employee relations pursuant to Section 12 of
Resolution No. 10584, as amended, and Government Code
Sections 3500, et seq., or any superceding resolution or
law. The labor-management relations program shall include
the administration of the provisions of Section 186 of the
City Charter for fixing salaries, classifications, and working
conditions of employees in the Police and Fire Departments
and such other duties as are assigned. (Ord: MC-198, 8-9-82.)

RESOLUTION NO. 87-373
RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
MODIFICATION OF SAN BERNARDINO, CALIFORNIA MINORITY BUSINESS
PROGRAM AND AMENDING EXHIBIT "A" OF RESOLUTION NO. 81-579 TO
DELETE THE NAME OF GLENN WILSON AS LIAISON OFFICER
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Pursuant to Resolution No. 81-579 the Director
of Public Works/City Engineer is hereby authorized to amend and
administer the City Minority Business Program, in accordance
with the following:
"The City of San Bernardino's Disadvantaged Business (DB)
program is hereby modified to comply with the 1987 Surface
Transportation and Uniform Relocation Assistance Act which pre-
surnes that women are socially and economically disadvantaged
individuals whose participation may be counted in attaining DB
goals. As such separate Women Business Enterprises (WBE) goals
will no longer be used and the terms 'DB and WBE' in the current
adopted program shall be understood to mean DB."
SECTION 2. Subsection II of Exhibit "A" to Resolution No.
81-579 is hereby amended to read as follows:
II. Minority Business Enterprises ~mE) Liaison Officer
The Director of Public Works/City Engineer (Director) is the
MBE Liaison Officer for the City and shall report to the Mayor
and Common Council. The Director will be assigned such staff as
is necessary to fully implement the provision of 49CFR Part 23
and such other MBE programs as may be required.
