RESOLUTION AUTHORIZING THE
EXECUTION OF A WORKSITE
AGREEMENT BETWEEN SAN BERNAR-
DINO CITY UNIFIED SCHOOL DISTRICT
SPECIAL EDUCATION DEPARTMENT AND
CITY OF SAN BERNARDINO PARKS,
RECREATION AND COMMUNITY SERVICES
DEPARTMENT TO PROVIDE WORKSITES FOR
A SPECIAL EDUCATION CAREER AND
VOCATIONAL TRAINING PROGRAM.
STAFF REPORT
The Parks, Recreation and Community Services Department staff
was approached by City Schools Special Education Department
with a request to use parks and recreation facilities as
training sites for handicapped students who are in need of
learning job tasks which will assist them in finding gainful
employment. Our staff and the Special Education staff
reviewed several park sites and discussed the types of jObs
which could be accomplished by the students. After much
discussion, agreement was reached to attempt a program in
which the School District provides a work crew of four (4) to
six (6) students with a teacher and teacher's aide who will
be assigned to a park site to do on-the-job training in such
tasks as painting over graffiti, weeding plant beds, cleaning
buildings and restrooms, planting trees and Shrubbery and
removing litter from the grounds.
The Worksite Agreement was reviewed by City Attorney and Risk
Management offices and changes were made accordingly. The
City will be providing a worksite and a site person who will
give any necessary instructions to the teacher who will in
turn train and work the student crew. School District
provides liability insurance, workers compensation insurance,
monetary compensation, all training and supervision of
students.
This program is a pilot program between the City and School
District, and every element will be coordinated between
Special Education staff and City Parks, Recreation and
Community Services staff before students and teachers are
assigned to worksites. This agreement may be terminated at
anytime with appropriate notification by either party.
This worksite agreement will provide a very worthwhile joint
endeavor between the School District and the City and will
enable many of our handicapped citizens to learn some skills
that may assist them in gaining employment. It is
recommended that this agreement be approved.
