STAFF REPORT
The Personnel Department concurs with the attached request
from Annie Ramos to make the current classification of
Coordinator of Volunteers a full-time position.
The salary range would be established at range 1233, $1725
per month at step 5. The total annual cost for the new
position would be $26,900, including 30% for fringe benefits.
The financial impact for fiscal year 1990-91 is $20,175,
based on 9 months remaining (September thru June). The
department is currently spending $12,480 per year for 2 part-
time positions. The matching funds for the two grant funded
programs are currently budgeted in the Parks, Recreation and
Community Services' Special Projects account (001-381-
53030).
The Council Personnel Committee approved this request to make
the Coordinator of Volunteers a full-time position at their
August 9, 1990 meeting and recommend full Council approval.

This is a request for reclassification of the Coordinator of
Volunteers position from part time to full time.
Backqround
During the past two years a Coordinator of Volunteers posi-
tion has been assigned to the Senior Companions and the
Retired Senior Volunteer Programs. The two (2) positions are
vital to the operations of both programs in that the Volun-
teer Coordinator assists the program coordinator in many of
the duties dealing directly with management of individual
volunteers, thus freeing the program coordinator to manage
the overall program and perform the many tasks such as
attending planning and strategy meetings, promoting the
programs throughout the area, meeting with clients and
potential volunteers, fund raising and evaluation of
services.
The two (2) positions are presently being hired on a part
time basis to perforJI 20 hours per week for each program.
Experience has shown that it i. extremely difficult to
recruit the calibre of person required for this position.
Each of the three times recruitment has been necessary, only
three or four candidates have come forward and after initial
screening, there have been only one or two who were even
minimally qualified to work with our senior citizens
programs. During the most recent recruitment in July 1990,
three individuals applied and only one came for the oral exam
and that candidate did not qualify.

Conclusions
Because the r.quirem.nt. are con.id.rably .tring.nt for a
part time po.ition, it has been difficult to attract the
number and quality of candidat.. d.sir.d. By changing the
position to full time and providing fringe ben.fit., it is
b.li.ved that r.cruitment will improve and the position may
be fill.d with a person who will be l.s. lik.ly to l.ave
after only a short p.riod on the job.
Recommendation
It is recommended that the position of Coordinator of
Volunteers be reclassified from part time to full time, and
that it be established at Range 1065 in the General Unit.
Upon approval to chanqe to full tim., the position would be
filled by one person to work for both the SCP and RSVP
proqrams, rather than have two individual. working half time
in each proqram. The full time job would be more challenginq
and provide job sati.faction by providing more variety in the
daily work load as well a. providing bett.r pay and allow-
ances. ,Together, these positive aspects of a full time
Coordinator of Volunteer. will attract and keep qualified
people on the job.
The SCP and RSVP positions of Coordinator of Volunteers are
currently budqeted in the City matching fund requirements of
the two federally funded programs. Th. cost. of one full
time position would continue to be divided b.tween the two
programs with the larqer amount beinq cr.dit.d to the Senior
Companion Program because SCP has the larqer requirement and
the larq.r budqet. There are suffici.nt fund. in the 1990-91
budqet to pay for on. full time position. It is estimated
that by the time this reque.t i. proc....d and the r.cruitinq
and hiring processes are completed, the amount needed to
finish this fiscal y.ar would be approximately $13,768. This
amount is currently budgeted in 001-381-53030.
