NONE.
Recommended motion:
1. That the position of Director of Emergency Services range 4414 ($3585 -
$4358) be changed to Disaster Preparedness Coordinator at range 4404
($3326 - $4043) and be placed in the Fire Department.
2. That the position of Emergency Services Representative be retitled
Disaster Preparedness Representative and be placed in the Fire Department.
3. That the position of Clerk Typist III in the

STAFF REPORT
The Emergency Services Division is currently a division of
the City Administrator's Office and is responsible for two
.ajor activities - disaster preparedness planning and
cOllllunicat!on maintenance. staffing of the division includes
the positions of Director, Emergency Services Representative,
~ist Clerk III, Senior Electronics Technician and three
Electronics Technicians.
It is proposed to restructure the division ail. follows:
1. Transfer the disaster preparedness function of the
Emergency Services Division to the Fire Department.
Since the Fire Department is primarily responsible
for responding to disasters and has the equipment
and manpower available and trained to respond, it
is logical that the disaster preparedness planning
function be consolidated with the Fire Department.
The Fire Department has a cOlllland and cOllllunication
structure in place which lends itself to ensuring
. that, in the event of a disaster, illllediate
mobilization will occur. In addition, the proposed
consolidation will help to ensure that better
coordination in terms of disaster response will
take place as the planning and response functions
will be in the same department.
A survey of siailar sized Inland Empire cities
indicates that disaster preparedness is generally a
function of either the Police or Fire Departments.
2. Transfer the cOllllunications maintenance function of
the Emergency Services Division to the Telecolllluni-
cations Division. COlIIIunications maintenance is
primarily responsible for mainteining all city
radios and communication center equipaent including
microwave sites such as Little Mountain as it
relat.. to the physical infrastructure on site. The
Te1ec~ications DiViSion, in addition to
providing cable television progr&lllling, is
responsible for maintaining the transmission
mediums (such as fiber optics, coaxial and twisted
pair cable) throughout the various city facilities.
In order to more efficiently utilize available
personnel and better coordinate the installation
and maintenance of integrated cOllllunications
systems which ties. telephone, data and video
together (such as the 800 JDlz radio system, mobile
data terminals and 9-1-1 telephone lines), it is

In order to accomplish this r.structuring, the following
personnel changes are recommend.d:
1. De1et. the position of Dir.ctor of Emergency
Services range 4414 ($3585 - $4358) and create the
position of Disaster Preparedness Coordinator at
rang_ 4404 ($3326 -$4043) and transf.r th_ function
to the Fire Department. The proposed title change
is consistent with similar positions in other
cities and reflects a primary emphasis on disaster
preparedness planning and related duties. The
current Director position i. 25' funded from the
Stat_ Office of Emergency Service.. It i. only 25'
funded because half of the Director'. time was
spent on communication maintenanee administration.
With the transfer of communication. maintenance to
the Telecommunications Division, additional time
will be freed up for disaster preparedness planning
which may result in 50' fundinqof the position
from the State. The annual Salary savings of this
position change is estimated at $4,000. A proposed
organizational chart prepared by th. Fir. Depart-
ment is provided as an attachment as well as a copy
of the proposed job description.
2. Delete the position of Emergency Service.

3. Eliminate the position of Typist CI.rk III in the
Emergency Service. Division. The incumbent in the
position will be hired to fill an existing vacancy
in the Fire Department. A portion of her duties
will continue to be support for disaster
preparedness planning. The annual Salary savings
associated with the elimination of the position is
estimated at $21,000.
4. Transfer the position. of Senior Electronics
T.chnician and 3 Electronic. Technician to the
Tel.communication. Division. Thi. will allow the
personn.l to be cros.trained and better utilized in
maintaining the integrated communications .yste..

5. Adjust the salary range for the Director of the
Telecommunications from range 4414 ($3496 - $4250)
to range 4468 ($4578 - $5564). With the increased
responsibility of communications maintenance, it is
recommended that the .alary range for the position
be adjusted to the level of the Data System
Manager. The salary adjustment will be funded out
of CATV franchise fees. The.postion will continue
to . tun~n as a Division in the Qity Adminis-
trator's Ottice. The annual cost tor the salary
adjustment is estimated at $10,000.

DEFINITION
DISASTER PREPAREDNESS COORDINATOR
$3320 - $4036
Under direction of the Fire Chief, this position coordinates
the City'S Disaster Preparedness proqraa to ensure that plans
are prepared, reviewed and updated as necessary to provide
for the event of a disaster, provide liaison to other
agencies and assists in coordination of aajor disaster
operations.
TYPICAL EXAMPLES OF WORK
TYpical duties of Disaster Preparedness Coordinator will
include, but are not limited to: Maintenance of a Multi-
hazard Emergency Service Plan consistent with State of
California guidelines; development through coordination of
City departments and other local agencies all necessary and
required support annexes to the City'S Emergency Plan;
development of a hazard analysis proqraa and emerqency
resource directory; development and coordination of regular
and recurring training proqraa for City employees;
coordination with the State of California Eaergency Services
and County of San Bernardino Emergency Services for
developinq scheduled periodic exercises of the City's
emergency plan; development and maintenance of up-tO-date
communication liaison with local, county, state and volunteer
orqanizations; development and coordination of an onqoinq
public information proqram (assisting school districts, local
businesses and industries and volunteer qroups); administer
daily loqistics of the City'S emergency service proqram; act
as staff advisor to the Fire Chief reqardinq disaster
preparedness trainin9 proqrams, actual emergencies, and
recovery assistance proqrams; and development and
coordination of an onqoiDCJ proqram of review and necessary
revision of the City'S multi-hazard emergency service plan to
ensure adequacy of its basic information, annexes, hazard
analysis and resource directory.

Desirable
Four years of increasin9 responsible experience in the field
- of emergency preparedness or related" field. Equivalent to
Bachelor's DeCJree with major coursework in public safety,
public administration, or related field. Any combination
equivalent to experience and education that could likely
provide the followinq knowledge and abilities will be
