The California Environmental Quality Act states that if any of the following can be answered yes or maybe, the project may have a significant effect on the environment and an Environmental Impact Report shall be prepared. a. Does the project have the potential to degrade the quality of the environment, substantially reduce the habitat of a fish or wildlife species, cause a fish or wildlife population to drop below self sustaining levels, threaten to eliminate a plant or animal community, reduce the number or restrict the range of a rare or endangered plant or animal or eliminate Yes Maybe 'It )( 'Jl )( X .." Does the project have impacts which are individually limited, but cumulatively considerable? CA project may impact on two or more separate resources where the impact on each resource is relatively small, but where the effect of the total of those impacts on the environment is signif icant. ) d. DISCUSSION OF ENVIRONMENTAL EVALUATION AND MITIGATION MEASURES {continued). l.a., 1.e., and 2.a. Grading and construction could result in temporary impacts on the physical environment (erosion, drainage, etc.) as well on the communi~y (dust, noise, etc.). Engineering Department Standard Requirements and Conditions of Approval will diminish these potential impacts to a level of non-significance. 1.f., and 3.e. The project site is bordered on the east..by the San Bernardino County Flood District's Sand Creek, and on the south by Upper Warm Creek, with the Federal Flood Insurance Administration maps showing the entire site within Flood Zone B. Sand Creek outlets flows from a large tributary mountainous drainage area and accumulated local drainage from the north. Although Sand Creek has interim improvements consisting of an earth graded channel with rail and wire bank protection and is able to handle runoff from most small floods, it is not considered adequate to handle major flood flows. Therefore, in the event of a major storm, overflow across the site can be expected. The proposed residential development of the site will require that Sand Creek be modified adjacent to the site. Per San Bernardino County Flood Control District and City of San Bernardino Engineering department recommendations, the following mitigation measures shall apply and will be included as project Conditions of Approval: 1. Development within the overflow areas shall latest flood insurance requirements Including, limited to, elevation, compaction, and protection of building pads and flood utilities. meet the but not erosion proofing 2. A scour wall shall be required to ensure the site is protected from potential flood hazards. The scour wall is to be placed 2 feet below the flood channel flow line, and shall extend up to pad grade. 3. A 6 foot decorative block wall shall be constucted along the Flood Control District's right-of-way adjacent to the site. o o Project Number Tentative Tract 14781 Harch 6, 1990 C. DISCUSSION OF ENVIRONMENTAL EVALUATION AND MITIGATION MEASURES lcontinued). 1.f., and J.e. (continued) 4. A permit shall Flood Control of six (6) be required for any encroachment onto District's ritht-of-way, and a minimum weeks processing time should be allowed. 1.g. The project site is located within an area identified by the General plan as having high liquefaction susceptibility. To mitigate any potential impacts, the project shall comply with the requirements of MC-676 concerning submission of liquefaction reports and mitigation measures to the City Public Works Department. 5.a. The project could result in the temporary elevation of ambient noise levels in the project area during construction. To minimize the noise generated to a level of non-significance, the hours of construction shall be limited per San Bernardino Municipal Code 8.54. 9.d. Project development could alter or change the present traffic and circulation of the area. The proposed project has been reviewed by the City Traffic Engineer and does not meet the minimum criteria for a traffic impact study as established in the Traffic Policy Paper, or as determined by the Traffic Engineer. The additional trips from the proposed project are not sufficient to cause a significant impact on the adjacent street system. Total traffic volume will "be less than the street deSign capacity. o n ~ DETERMINA:rl.!Hl On the basis of this initial study, ~The proposed project COULD NOT have a significant, effect on the L:J environment and a NEGATIVE DECLARATION will be prepared. o . The proposed project could have a significant effect on the environment, although there will not be a significant effect in this case because the mitigation measures described above have been added to the project. A NEGATIVE DECLARATION will be prepared. The proposed project MAY have a significant effect on the environment, and an ENVIRONMENTAL IMPACT REPORT is required. o ENVIRONMENTAL REVIEW COMMITTEE CITY OF SAN BERNARDINO, CALIFORNIA J_-.I 1'1~-rr(o;,c~Y, Ib~/'A~ ;1."If/AlE/C , Name and Title ~ '7F-- S. ature Date: -r 7. / /'11() '\..
