Synopsis of Previous Council action:
On october 10, 1989, the Mayor am Canrocln Council requested a harel.ess services
coordinator joo description be developed am that staff explore the possibility
of the County shar~ the cost of the position on a 50/50 basis.
On November 6, 1989, the item was continued to JanuaJ:y 8, 1990, am on JanuaJ:y
8, 1990, no fonnal action was taken.
On August 6, 1990, the Mayor am o.........n Council established a Haoeless Services
Coordinator position am voted to establish this classificatioo as a
=ntractual position. 'Ihe matter was also continued to August 20, 1990, with
staff directed to prepare a joo description am identify a fun:ii.rxJ 5alrOe.

STAFF REPORT
on July 12, 1990, the Haneless AD lIDC Camnittee met an:i considered
agen:la items related to the Haneless Services Request for Proposal
(RFP), the City's Calprehensive Haneless Assistance Plan Perfonnance
Report, the FY 1990/1991 Calprehensive Haneless Assistance Plan
(OW') an:i the job description of the Haneless Services Coordinator.
At this meetirg, the Camnittee gave specific direction to staff as
to the desired c::han;es to the subject job description. Based upon
the O::mnittee's request, these c::han:Jes were SUlllllarized in the fonn
of a 1IIE!IOOran:ium fran me to the O::mnittee dated July 19, 1990. Upon
the O::mnittee's review an:i ~ of the revised job description,
104llch was attached to the July 19, 1990 1IIE!IOOran:ium, the job
description was foJ:Warded on August 6, 1990 to the full Ca.mcil for
consideration.

requested. 'lhe attached job description fully incol:pOrates all
~ requested by the Committee an:i more specifically delineated
by Committee Member Fstrada (for the Camnittee) durin.J the July 12,
1990 Camnittee meetin.J. As a result of these lOOSt receI/t revisions,
the job description is ready for consideration by the O:mtal
Ca.mcil.
At the August 6, 1990, the Mayor an:i 0......." Ca.mcil also directed
staff to identify funds for this position. After review of ~li-
cable statutes an:i regulations, staff has detenni.ned that the lOOSt
a~~tiate source of fI.1niin.J is the Redeve1qment Aqen::y's 'l'Nenty
Percent (20%) Set-Asiele HaJsin.J F\m:l. once an ~ropriate salary
tclIKJe is established by the Director of Persormel (I am told this
can be acxx::llplished in short order), recruitment can c::cmnence im-
mediately.
