CITY
'J:' SAN BERNARDINO ,RE( JEST FOR COUNCIL
:TION
STAFF REPORT
AB 939 which was signed by the Governor in November 1989
enacted a comprehensive reorganization of the state's solid
waste management planning process. One of the major impacts
of this legislation was a requirement that each City prepare
and implement a Source Reduction and Recycling Element. The
purpose of the Element is to identify how the City will
divert 25% of solid waste from landfills by 1995, and 50% by
the year 2000.
The Source Reduction and Recycling Element
preparation of the following components:
includes
1. A waste characterization component.
2. A source reduction component.
3. A recycling component.
4. A composting component.
5. A solid waste facility capacity component.
6. An education and public information component.
7. A funding component.
8. A special waste component.
9. A household hazardous waste component.
Since the preparation of the Element involved analyzing waste
generation characteristics which are common among the cities
in the East Valley, it was felt that savings could be
realized if a joint effort was undertaken in terms of hiring
one consultant to develop the Element for each participating
city.
The cities of San Bernardino, Colton, Fontana, Grand Terrace,
Highland, Loma Linda, Redlands, Rialto, Yucaipa and the
County of San Bernardino jointly developed an RFP soliciting
consultant services and interviewed prospective consultants
during the month of July. The firm of EMCON and Associates
was selected and negotiations were recently completed to the
satisfaction of each participating city relative to the terms
and conditions of the contract provisions.
The attached Memorandum of Understanding (MOU) specifies the
terms and conditions relating to the preparation, funding and
contract administration of the Source Reduction and Recycling
Element between EMCON Associates and each City. Although an
Element will be prepared for each jurisdiction, the City of
Rialto is recommended to function as contract administrator
to simplify administrative tracking of the project.
The cost of the consulting services is $183,000 for all the
East Valley cities which will be paid by the County through
their Solid Waste Enterprise Fund using revenue derived from
the County landfill fee for AB 939 purposes.
The preliminary Element should be available for review in
March 1991.

Both of the5e tasks will Involve working closely with the staffs
of each respective City as well as the County of San Bernardino
and the Solid Waste Task Force. While some elements are common to
all Clty plans, preparatlon of the implementation plans must be
tailored to the need of each city as well as the unlncorporated
areas of San Bernardino County Within the east valley region.
Plans submitted should consider the possibility of working with
local waste haulers of City Sanitation Departments to assist with

The

WIll be used to develop this sampling program.
Subtasks to be
conducted include the followIng:
* Identify the population of solId waste

infor-
mation shall be segregated by jurisdiction, if possible. A
survey form will be developed for ma1ling by the Clt1es to
request information from companies engaged in waste-diversion
activities (e.g., recyclers, salvage yard operators).
Sources
of recycled wastes will be requested from each contact so
multiple counting by several jurisdictions can be avoided. We
anticipate the need to coordinate follow-up contacts through
the appropriate jurisdiction 1n order to ga1n additional
information.
The informat1on obtained from this survey will
be reviewed, by jurisdiction, for its usefulness.

Conduct DIsposal Sampling Program
EMCON will collect the required samples Into the eight
waste
categorIes and the appropriate number of waste types for each
jurisdIction. The weIght and volume of sampled material will
be identified, as well as the source of the sample.
EMCON WIll use a mobile conveyor belt unIt with eIght
sorting
stations for the sorting process.
Waste will remain segregat-
ed by JurIsdictIon before and durIng the waste sorting activi-
ties.
Conduct DiversIon St~
Based on the results of the waste diversion survey, data may
need
to be developed to supplement the information
was
that
obtaIned.
For example, if there is an insufficient
response
from the survey for a particular diversIon category,
then
samplIng from the nonrespondents may be needed.
In this task,
fIeld surveys may be conducted at random by selected
locat ion
to get additional data to estimate the quantity and type of
each diverted waste.
Tabulate and Analvze Data
The sampling data will by entered into a computer database for
analysis. The sample mean and varIability will be determIned
for each waste category and type, by jurisdiction. A 90
percent confidence limit will be set around the mean for each
waste category and waste type identified.

RE: SOURCE REDUCTION & RECYCLING PLANNING AGREEMENT
Dear Ms. Edwins:
The enclosed agreement provides the basis for the cities of the
East Valley and the County (representing the unincorporated
territory within the East Valley) to jointly prepare source
reduction and recycling elements as required under AB 939. Under
the terms of this agreement, the City of Rialto will serve as
lead agency and contract directly with EMCON Associates to pre-
pare source reduction and recycling elements for each of the
participating agencies.
EMCON was chosen through a competitive RPF process. Representa-
tives from the East Valley cities and the County participated in
the selection of EMCON. A copy of the draft contract with EMCON
is also enclosed for your information.
The total cost of the contract with EMCON, including a 20% con-
tingency, is $220,000. Draft source reduction and recycling ele-
ments will be completed for each of the ten participating agen-
cies by March 1, 1991. The $1.00/per ton landfill tipping fee
imposed to cover the cost of complying with AB 939 will pay the
entire cost of this contract (except for the City of Redlands,
who will pay a prorated share of the cost of the contract).
