Director of Planning and Building Services to coordinate with the Director of
Public vlJrks and prepare a report discussing the preparation of a study that
addresses the need for Orange Show Road and its easterly extension.

Orange Show Road and its easterly extension was designated as
a major arterial on the circulation Plan adopted as part of
the General Plan on June 2, 1989, to provide east-west access
in the southern part of the City. Orange Show Road is
proposed to extend east from its present location between "E"
Street and Arrowhead Avenue to link with Pioneer Avenue over
to Tippecanoe Avenue. At Tippecanoe Avenue it drops to the
south and continues as San Bernardino Avenue over to Mountain
View Avenue. The easterly extension of Orange Show Road to
Tippecanoe Avenue would require construction of bridges at
East Twin Creek and the Santa Ana River.
While the need for an east-west arterial in the southern part
of the City is not really an issue, its specific location is.
It has been suggested that an extension of Central Avenue
westerly through the Orange Show Grounds instead of Orange
Show Road would better serve this purpose. It may be
necessary to have two east-west arterials to maintain an
acceptable level of service.
DMJM is evaluating the Norton A.F.B. transportation needs as
part of the reuse study and Parsons Brinkerhoff is studying
the I-215 widening alternatives, both through SANBAG. DMJM
will evaluate the easterly extension of Orange Show Road from
the standpoint of an east-west link. Parson Brinkerhoff will
evaluate the possible westerly extension of Central Avenue
through the Orange Show grounds and a link with I-215. This
study would address a new on/off ramp at I-215 and the
possible removal/relocation of the Orange Show Road off ramp.
Both of these studies are in the preliminary discussion
stages and the scope of work has not yet been defined nor
have formal proposals been made. There is also discussion of
studying the possibility of Inland Center Drive being
rerouted to link with "E" Street somewhere south of Mill
Street, thus eliminating the 5-way intersection at "E" and
Mill Streets.

While each study would tell us the need for each arterial and
its ultimate size, there are other factors that would need to
be addressed. The Orange Show Road extension crosses East
Twin Creek and the Santa Ana River, both of which are blue
line streams on the U.S.G.S. maps. This means that permits
would be required from the State and Federal Departments of
Fish and Wildlife if the construction of the road and bridges
could impact either watercourse as far as endangered plant or
animal species. The potential is there, even though a bridge
over either Twin Creek or the Santa Ana River should "clear"
potential habitats.
Liquefaction potential is present for both projects, but it
is an issue that is addressed when engineering plans are
prepared.
The easterly extension of Orange Show Road linking with
Pioneer Avenue goes through areas essentially undeveloped,
and, therefore of a lesser concern with construction issues.
The westerly extension of Central Avenue through the Orange
Show grounds would require Warm Creek to be channelized since
the road would be at grade following that alignment. Permits
would also be required from the State and Federal Departments
of Fish and Wildlife because of Warm Creek's blue line stream
status. The possibility of a new freeway on/off ramp would
impact the freeway and "E" Street. A new off ramp at the
extension of Central Avenue would be closer to the Inland
Center Drive off ramp than Caltrans generally permits because
of safety factors. That issue would require thorough review
by Caltrans.
Central Avenue is designated as a secondary arterial between
Arrowhead Avenue and Tippecanoe Avenue. There is a bridge at
East Twin Creek that would have to be widened or removed and
rebuilt to meet major arterial standards. Development exists
along both sides of Central Avenue and widening of the
existing street may be difficult. Central Avenue essentially
stops at Tippecanoe Avenue and an easterly extension to
Mountain View Avenue would cross the river at its widest spot
due to the street alignment and the river layout.
Another consideration is that the City has ranked street
improvements in its Capital Improvement Program. The first
priority is the completion of a north-south arterial from Tri
City to an extension of Lena Avenue. This is necessary
because north-south access through the City is limited

because of Norton A.F.B. The second priority is the easterly
extension of Orange Show Road from Arrowhead Avenue linking
to San Bernardino Avenue and extending to Alabama Street in
Redlands. The third priority is Central Avenue between the
new north-south arterial and Tippecanoe Avenue. Improvements
to Central Avenue between Arrowhead Avenue and the new north-
south arterial are ranked No. 16. A further westerly
extension of Central Avenue west of Arrowhead Avenue is not
ranked. The City's first and second priorities are also
ranked in the top ten by SANBAG.
Replacement of the Orange Show Road on/off ramp with new ones
at the easterly extension of Central Avenue would have
impacts on the west side of the freeway. The Orange Show
Road on/off ramp provides primary access to the City's Auto
Plaza, potential new development on the unused flood control
property and an adjacent redevelopment project in Colton.
Removal of the on/off ramp could severely impact the
viability of these areas.
Based on the issues identified, it is almost assured that an
EIR would be required for the upgrading of Central Avenue to
a major arterial, its extension through the Orange Show
grounds and new on/off ramps. These issues are fairly major
and were not addressed in the EIR prepared for the General
Plan.
The cost of preparation of an EIR can easily exceed $100,000.
A consultant would be recommended due to existing time
constraints on various City staff and the types of expertise
needed. An EIR of this magnitude would probably take close
to a year to prepare from the start of the project to the
public hearing stage. Although not an ErR consideration, a
funding source study should be prepared if this option is
considered.

An amendment for the Orange Show Road could be processed as
required as no pending projects are contingent upon its
deletion or redesignation. An amendment for Central Avenue
could be processed concurrently with the EIR.
RECOMMENDATION
Staff recommends that no action be taken until such time as
the circulation studies have been completed. At that time,
the City can evaluate best which course of action to take.
Staff also recommends that Public Works take the lead on this
since it specifically deals with circulation patterns. If it
is later determined that a general plan amendment is
required, Public Works can cooordinate with Planning and
Building Services at that time.
