RE( JEST FOR COUNCIL _..CTION STAFF REPORT Subject: Tentative Tract No. 14781 Hayor and Council Meeting of Augu~t 20, 1990 REOUEST The applicant, John PUlliam, is requesting the approval of Tentative Tract No. 14781 with only one standard means of access. BACKGROUND Tentative Tract No. 14781 is a proposed subdivision consisting of 19 single-family lots on 7.55 acres located on the east side of Lynwood Way approximately 176 feet south of Pacific Street. The project has only one standard means of ingress and egress which is via Valaria Drive to Byron Street or Amanda Street. The project must be located outside the high fire hazard area; 2. A traffic engineering study approved by the City Traffic Engineer must be completed. The project must have a recommendation to the Planning Commission by the City Fire Chief for approval with only the one standard means of ingress/egress, based upon the approved traffic engineering study; 4. The Planning Commission must make a recommendation to the Mayor and Common Council for approval of the tentative map with only one standard means of ingress/egress. The proposal is located outside the high fire hazard area. On July 23, 1990, a traffic engineering study was completed on the project with the finding that a secondary means of access to the proposed subdivision was not necessary for traffic circulation purposes (Exhibit A). On July 24, 1990, the traffic engineering study was reviewed and approved by Mr. Anwar Wagdy, the City Traffic Engineer (Exhibit B). The same day, Mr. William Wright, the City Fire Chief recommended approval of the tentative map with only one standard means of access based upon the traffic engineering study with the conditions that all homes in the tract have residential sprinkler systems and Class (A) roofs installed (Exhibit C). Mayor and Common Council Meetir~ of August 20, 1990 Page 2 At the July 24, 1990 Planning Commission meeting, the Planning Commission voted unanimously to adopt the proposed negative declaration and approve Tentative Tract No. 14781 with the one standard means of access subject to the Findings of Fact, Conditions of Approval and standard Requirements. MAYOR AND COUNCIL OPTIONS The Mayor and Council may: 1. Adopt the Negative Declaration and approve Tentative Tract No. 14781 with the one standard means of ingress/egress subject to the Findings of Fact, Conditions of Approval and Standard Requirements contained in the July 24, 1990 Staff Report and Addendum; or, 2. Deny Tentative Tract No. 14781 given that only one standard means of ingress/egress is provided. RECOMMENDATION Staff recommends adoption of the Negative Declaration and approval of Tentative Tract No. 14781 with the one standard means of access given that the application has met all requirements for an exemption the access requirements set forth under Municipal Code Section 18.40.160 (B) Prepared by: Michael R. Existina Conditions The study area has only one vehicular access to the Pacific street via Valaria Drive. This access is a tee intersection and is controlled by stop sign. It is located halfway between two signalized intersections, one mile apart on Pacific street at Victoria Ave and at Arden Ave. Most of the lots in the study area are developed by single family houses. The last vacant tract is our subject Tract No. 14781 which will front on the existing Lynwood Way. By field inspection the intersection operates well during the existing conditions. Build out Conditions To estimate the traffic conditions at Build out of the study area, the following were agreed upon with the City Traffic Engineer: 1_ Lot count of the atudy aroa 101 cinglo f~mily homco 2. The split between in AM periods and in PM periods directions on = 60% EB and = 40% EB and Pacific 40% WB 60% WB street 5. The ITE generation rates will be used to determine the traffic at buildout without the project for 106 sinqle family homes. 6. The peak hour volumes for the AM periods to be equal to 7.5% of the ADT and for the PM periods to be equal to 10% of the ADT. 7. The analysis for the unsignalized tee intersection described by the Highway Capacity Manual will be used to determine the level of service. Traffic Analvsis o Table 1 shows a computer printout of the trip generation - calculations for the build out condition without the proposed project for 106 single family dwellings. o Table 2 shows a computer printout OI the trip generation calculation for the build out condition with the proposed project for 125 single family dwellings. o Tables 3,4,5 and 6 show computer printout of the analysis of the tee intersection of Pacific street and Valaria Way at build out without the project for A.M. and P.M. periods and at build out with the project for A.M. and P.M. periods, respectively, Findinas o The level of service for the various movements at the tee intersection operated at LOS A to C at build out condition without the project and with the project. o The traffic .':npact of building the 19 single family dwellings on the operation of the Valaria Way access is insignificant. o The need for additional access on Pacific Street is not apparent and it might cause addition operational problem because of its proximity to the traffic signal at the intersection of Pacific street and Victoria Street. 9729-~L-11383'L ~ Mr. Anwar Waqdy July 23, 1990 Page 3 Conclusions: The new traffic trips generated by the construction of 19 single family dwellinqs on the vacant lot on Lynwood Way will not significantly impact the traffic operation of the unsignalized tee intersection of Pacific street and Valaria Way, and further it does not trigger any mitiqation meaSUre to provide an additional vehicular access to the area. ANAr~YSIS Topography and Site Characteristics The irregularly shaped site is currently vacant, consisting of two parcels totalling 7.55 acres. The property slopes approximately four to five percent to the south-southwest. It abuts the San Bernardino County Flood Control District's Sand Creek on the east and is located in Flood Zone B. Project Characteristics The tentative subdivision proposes 19 single family lots with a minimum lot size of 11,350 square feet. The proposed density is 2.51 dwelling units per gross acre, approximately over one-half of the maximum density of 4.5 dwelling units per gross acre permitted by the General Plan for the RS land use district.
