REOUEST
The applicant, John PUlliam, is requesting the approval of
Tentative Tract No. 14781 with only one standard means of access.
BACKGROUND
Tentative Tract No. 14781 is a proposed subdivision consisting of
19 single-family lots on 7.55 acres located on the east side of
Lynwood Way approximately 176 feet south of Pacific Street. The
project has only one standard means of ingress and egress which
is via Valaria Drive to Byron Street or Amanda Street.
Pursuant to Municipal Code

Section 18.40.160, subsection (B), the
to provide for at least two different
Subsection (C) however, provides for
requirement under the following
1. The project must be located outside the high fire hazard
area;
2. A traffic engineering study approved by the City Traffic
Engineer must be completed. The traffic engineering
study must make findings that a secondary access is not
required for traffic circulation purposes;
3. The project must have a recommendation to the Planning
Commission by the City Fire Chief for approval with only
the one standard means of ingress/egress, based upon the
approved traffic engineering study;
4. The Planning Commission must make a recommendation to the
Mayor and Common Council for approval of the tentative
map with only one standard means of ingress/egress.
The proposal is located outside the high fire hazard area. On
July 23, 1990, a traffic engineering study was completed on the
project with the finding that a secondary means of access to the
proposed subdivision was not necessary for traffic circulation
purposes (Exhibit A). On July 24, 1990, the traffic engineering
study was reviewed and approved by Mr. Anwar Wagdy, the City
Traffic Engineer (Exhibit B). The same day, Mr. William Wright,
the City Fire Chief recommended approval of the tentative map
with only one standard means of access based upon the traffic
engineering study with the conditions that all homes in the tract
have residential sprinkler systems and Class (A) roofs installed
(Exhibit C). These conditions were added to the Conditions of
Approval.

construction of 19 single family homes.
Existina Conditions
The study area has only one vehicular access to the Pacific
street via Valaria Drive. This access is a tee intersection
and is controlled by stop sign. It is located halfway
between two signalized intersections, one mile apart on
Pacific street at Victoria Ave and at Arden Ave.
Most of the lots in the study area are developed by single
family houses. The last vacant tract is our subject Tract
No. 14781 which will front on the existing Lynwood Way.
By field inspection the intersection operates well during
the existing conditions.
Build out Conditions
To estimate the traffic conditions at Build out of the study
area, the following were agreed upon with the City Traffic
Engineer:

5. The ITE generation rates will be used to determine the
traffic at buildout without the project for 106 sinqle
family homes.
6. The peak hour volumes for the AM periods to be equal to
7.5% of the ADT and for the PM periods to be equal to
10% of the ADT.
7. The analysis for the unsignalized tee intersection
described by the Highway Capacity Manual will be used
to determine the level of service.
Traffic Analvsis
o Table 1 shows a computer printout of the trip
generation - calculations for the build out condition
without the proposed project for 106 single family
dwellings.
o Table 2 shows a computer printout OI the trip
generation calculation for the build out condition with
the proposed project for 125 single family dwellings.
o Tables 3,4,5 and 6 show computer printout of the
analysis of the tee intersection of Pacific street and
Valaria Way at build out without the project for A.M.
and P.M. periods and at build out with the project for
A.M. and P.M. periods, respectively,
Findinas
o The level of service for the various movements at the
tee intersection operated at LOS A to C at build out
condition without the project and with the project.
o The traffic .':npact of building the 19 single family
dwellings on the operation of the Valaria Way access is
insignificant.
o The need for additional access on Pacific Street is not
apparent and it might cause addition operational
problem because of its proximity to the traffic signal
at the intersection of Pacific street and Victoria
Street.

Conclusions:
The new traffic trips generated by the construction of 19
single family dwellinqs on the vacant lot on Lynwood Way
will not significantly impact the traffic operation of the
unsignalized tee intersection of Pacific street and Valaria
Way, and further it does not trigger any mitiqation meaSUre
to provide an additional vehicular access to the area.

FROM: ANWAR WAGDY, Traffic Engineer
SUBJECT: Traffic Impact study, Tract #14781; Lynwood Way at

I have reviewed the traffic study prepared for the subject
tract (copy attached).
I concur with the study that the proposed 19 SFR will not
have any significant impact on the area circulation.
Furthermore, Valaria Drive will continue to function at an
acceptable level of service at Pacific Street, and therefore,
no additional access is required.

Approval;
This is in response to the Question regarding the need for two
different standard routes for ingress and egress for Tentative
Tract No. 14781. After evaluating the proposed location and access
route I have determined that a second standard route for ingress
and egress is required.
Although a second means of access is required, the proposal
does not show a second access. Therefore I would approve Tentative
Trac~ No. 14781 based on the Traffic Engineering Study with the
conditions ~ha~ all homes in the tract have residential sprinklers
and Class (A) roofs installed.

Flood Susceptibility
Sand Creek outlets flows from a large tributary mountainous area
and accumulated local drainage from the north. Sand Creek is
able to handle runoff from most small floods, however, it is not
considered adequate to handle major flood flows. To protect the
site from potential flood hazards, a scour wall will be
constructed along the western edge of the Sand Creek. I
addition, the project will comply with all Flood Insurance
Association requirements inClUding elevation, compaction, and
erosion protection of building pads and flood proofing of
utilities.
COMMENTS RECEIVED
The City Departments of Building and Safety, Police, Fire,
Engineering and Water, all reviewed the proposal at the
Environmental Review Co..ittee Meeting and Development Review
Committee Meeting on June 7, 1990. The Building and Safety,
Bngineering and Fire Departments have attached Standard
Requirements. The Southern California Gas Company stated that
gas service could be provided from a two-inch main in Lynwood Way
without any significant impact to the environment. No other
co..ents were,received.

Access and Circulation
Primary standard means of access to the subdivision will be via
Valaria Drive and Byron street to Lynwood Way anv Valaria Drive
and Amanda street to Lynwood Way. All lots will front on
Lynwood Way which has a 60 foot right-of-way.
No secondary standard means of access to the tentative
subdivision is proposed. Pursuant to Municipal Code Section
18.40.160(C)(1)(al a subdivision can be exempted from the
requirements of a secondary standard means of access if the
following criteria are met:
1. The proposed subdivision is located outside the high fire
hazard area;
2. A traffic engineering study approved by the City Traffic
Engineer which finds that a secondary access is not
required for traffic circulation purposes;
3. Recommendation by the City Fire Chief, based on the
traffic engineering study, to the Planning Commission
for approval of the proposed subdivision with the one
standard means of access.
A traffic engineering study was prepared for the proposed tract
and was reviewed by the city traffic engineer. The finding of
study was that the proposed 19 lot subdivisio~ will not impact
area circulation and that Valaria Drive will continue to function
at an acceptable level of service at Pacific street, and
therefore nol additional access is required.
The project is not located within a high fire hazard area. The
City Fire Chief has reviewed the traffic study and has determined
that a secondary access is required as proposed. However, the
Fire Chief recommends approval of Tentative Tract No. 14781
without a secondary standard means of access based upon the
findings of the approved traffic engineering study and the
condition that all homes constructed on the lots created by
Tentative Tract No. 14781 shall have residential sprinkler
systems and Class (Al roofs installed. This condition has been
added to the Conditions of Approval.

C. DISCUSSION OF ENVIRONMENTAL EVALUATION AND MITIGATION MEASURES
(Attach sheets as necessary.)
REVISED 10/87
Project Number Tentative Tract 14781
Harch 6, 1990
C. DISCUSSION OF ENVIRONHENTAL EVALUATION AND HITIGATION
HEASURES {continued).
l.a., I.e., and 2.a.
Grading and construction could result in temporary impacts on the
physical environment (erosion, drainage, etc.) as ~ell on the
community (dust, noise, etc.). Engineering Department Standard
Requirements and Conditions of Approval ~ill diminish these
potential impacts to a level of non-significance.
1. f., and 3. e.
The project site is bordered on the east .by the San Bernardino
County Flood District's Sand Creek, and on the south by Upper
Warm Creek, ~ith the Federal Flood Insurance Administration
maps sho~ing the entire site ~ithin Flood Zone B. Sand Creek
outlets flo~s from a large tributary mountainous drainage area
and accumulated local drainage from the north. Although Sand
Creek has interim improvements consisting of an earth graded
channel ~ith rail and ~ire bank protection and is able to handle
runoff from most small floods, it is not considered adequate to
handle major flood flo~s. Therefore, in the event of a major
storm, overflo~ across the site can be expected. The proposed
residential development of the site ~ill require that Sand Creek
be modified adjacent to the site. Per San Bernardino County
Flood Control District and City of San Bernardino Engineering
department recommendations, the follo~ing mitigation measures
shall apply and ~ill be included as project Conditions of
Approval:
1.
Development ~ithin the overflo~ areas shall
latest flood insurance requirements including,
limited to, elevation, compaction, and
protection of building pads and flood
utilities.
meet the
but not
erosion
proofing
2. A scour ~all shall be required to ensure the site is
protected from potential flood hazards. The scour ~all
is to be placed 2 feet below the flood channel flo~
line, and shall extend up to pad grade.
3. A 6 foot decorative block wall shall be constucted along
the Flood Control District's right-of-~ay adjacent to
the site.
Project Number Tentative Tract 14781
Harch 6, 1990
C. DISCUSSION OF ENVIRONMENTAL EVALUATION AND MITIGATION
HEASURES {continued).
1.f., and 3.e. (continued)
4 .
A permit shall
Flood Control
of six (6)
be required for any encroachment onto
District's ritht-of-vay, and a minimum
veeks processing time should be alloved.
1.g.
The project site is located vithin an area identified by the
General Plan as having high liquefaction susceptibility. To
mitigate any potential impacts, the project shall comply vith
the requirements of HC-676 concerning submission of liquefaction
reports and mitigation measures to the City Public Works
Department.
5.a.
The project could result in the temporary elevation of ambient
noise levels in the project area during construction. To
minimize the noise generated to a level of non-significance,
the hours of construction shall be limited per San Bernardino
Hunicipal Code 8.54.
9.d.
Project development could alter or change the present traffic
and circulation of the area. The proposed project has been
revieved by the City Traffic Engineer and does not meet the
minimum criteria for a traffic impact study as established
in the Traffic Policy Paper, or as determined by the Traffic
Engineer. The additional trips from the proposed project
are not sufficient to cause a significant impact on the
adjacent street system. Total traffic volume viII be less
than the street design capacity.
D. DETERMINATJON
On the basis of this initial study,
r/fThe proposed project COULD NOT have a significant effect on the
L:J environment and a NEGATIVE DECLARATION will be prepared.
o
.
The proposed project could have a significant effect on the
environment, although there will not be a significant effect in
this case because the mitigation measures described above have
been added to the project. A NEGATIVE DECLARATION will be
prepared.
The proposed project ~~Y have a significant effect on the
environment, and an ENVIRONMENTAL IMPACT REPORT is required.
