After meeting with key staff involved with 800 MHz use, a
proposal was put together for Mayor and Council review which
involves the purchase of MDT's, relocation of the dispatch
center, and the development of an 800 MHz system. The major
components of this proposal are highlighted below.
Purchase 160 MDT's, Police and Fire Use

it (1.) Purchase 160 MDT's.
To address the immediate problem of too much voice traffic on
the current system, it is recommended that the City purchase 160
MDT's. MDT's use an 800 MHz data channel which will not require
installation of the backbon6f system at this time, but will
require the acquisition of a 'data channel from the County of San
Bernardino. . According to Dean Gray, MDT's can be operational as
soon as they are purchased because the City'S dispatch consoles
have the necessary capabilities to support them.

The cost of the 140 police MDT's is $1.1 million. City Treasurer
Craig Graves is looking at a leas. PUrchase which will pay for
the terminals over a five yeAJ;' peri04. The ann_I lease pa~t

There is also a purchase of 20 lIDT's for the Fire Department at a
cost of $156,250, or an annual 1..., purchas. of $37,500. The'
funds will have to come from the. qeMral fund.
It is anticipated that the MDT's can be in use within one year.

The advantages of moving the dispatch center area removal from a
liquefaction zone, upgrade of the dispatch work environDl8Dt,
potential for becoming a regional fire dispatch site.
The cost of relocating the dispatch center has been estimated to
be less than $300,000. Costs involve upgrade of the facilities,
establishment of a microwave or other link for the CADs system,
and moving data circuits and equipment. If the Hayor and Council
authorize this relocation, Fftd Wilson, Assistant to the City
Administrator, will prepare an action plan and report back on the
costs.
With the concurrence of the Redevelopment Agency, we would like
the Mayor and Council to use bond refinancing money to assist
the project. The Public Enterprise Center is within a
Redevelopment Project area and dispatch is essential to
providing services in all Redevelopment project areas.
The time frame for this move is within one year.

On a day to day basis, city agencies need interoperability with
the County only when fire or police cross into County areas or
work in a joint response situation. Since the County will be
converting at least one year ahead of the city, Mr. Marland
Howard, Director of Communications for the County, has
recommended that the city keep a supply of HT radios on hand for
interim communications. The mazimum number of radios needed is
50, the purchase price is $125,000, and the timeframe for
purchase would be nine months.

Without 800 11Hz, San Bernardino will lag far behind the ColUlty
and other citJ.e. in Southern CalifornJ.a, and if a _jor dl.. . ~

total of $3,383,700 to $4,495,000.
We rec01lllll8nd that the Mayor and COUDeil proceed with the ad~.ion
of an emergency _dical services fee that will be propo'" by'
the Fir. DepartIII&nt. The $400,000 annual r.v.nue for this fee
will be banked for two year.. By that tilll&, the City will ~,
had more than on. year to ob.ttrve the County's sy.tem and, to
recommend a configuration for our own sy.t.m. W. will know the
exact costs, the channels that will be available to us, and will
have learned from any particular problem. of the County.
The $800,000 in revenue that has be.n set aside will either be
used to reduce the initial purcha.e or will be .preadacro.. the
ten y.ar. it will take to amortize the loan. Craig ..tf.....te..
that with current rates the t.1l y.ar annual debt s.rvice will
range from $560,000 to $775,000 again, depending upon how the
system is confiqured.
According to Rex Hamilton of Motorola, one. the County' has
finished the te.ting of the off.et chann.ls, and the city has
received its channels, the city has two years to become
operational on 800 11Hz. (This needs to be confirmed with the
FCC)
The plaA is to have the City'S 800 11Hz system operational within
two and one half year..
y (5. ) Hire a consultant.
The City will need to hire a consultant to oversee the
installa~ion of the system. Emergency Servic.s Director Richard
McGreevy has been working with the firm Omnicom to develop the
initial East Valley 800 11Hz plan. At this tilll&, we don't know
how much we will have to rely on consultants although it is
anticipated that they will provide a.sistance in the system
design. When the need arises, we will co_ back to the Mayor and
Council for authorization.

* Certificates of Participation would be issued. to construct the
backbone system for the 800 MHz and to purchase the remaining
radios to equip the City fleet.
** The reserve fund. set up as part of the Certificate issue should
pay for ~ the lease payment in FY 02 and all of the remaining payment
in FY 03
