MT. VERNON CORRIDOR PROJECT AREA COMMITTEE

MINUTES
May 30, 1990
5:30 P.M.
The Mt. Vernon Corrldor Project Area CommIttee (PAC> meetIng was called to
order at 5:30 p.m., at the Alessandro Elementary School, 670 N. Ramona Avenue,
San BernardIno, Callfornla, by ChaIrman Jose Gomez.

Roll Call was taken wIth the followIng beIng present: Members RIchard
Churchwell, Melvin EllIott, Maureen A. Glovannl, Jose Gomez, Graclano Gomez,
Esther Mata, Kevln Mltchell, Manuel Morales, Trlnidad Padllla, Ernest Vasquez,
Randy Wyatt. ABSENT: R. Nade Byars, Sr., Alfredo Enclso, Teresa S. Enciso, Tod
McDonald, Gloria L. Torres.

1. Pledge of AllegIance
Mr. Graciano Gomez led the Pledge of AllegIance to the AmerIcan flag.
C 2. PublIc Comments
Ms. Susan Morales reminded the PAC members to brIng any letters of support
on behalf of the proposed Mt. Vernon Corrldor RedeveloJlllllnt Project Area prIor
to the PublIc Hearlng on June II, 1990. . She 1nfor.ed the PAC members that the
prIorities list they prepared was 1neluded 1n the b1nders that will be used at
the PublIc HearIng.
Mr. MItchell asked how long the PAC can remain In existence.
Ms. Morales responded that the PAC can remaIn 1n exlstance for three years
after the plan has been adopted.
Mr. Churchwell asked what the PAC could do to assur_ that during the
Taxing NegotIations, the Mt. Vernon Corridor Project Area receives the maximum
Tax Increment funds available.
She saId that the prImary functIon of the PAC Is to work as an advIsory
commIttee to staff and the Mayor and Common CouncIl. She saId that the Mayor
and Common Council revIew and evaluate the PAC's recommendatIons and
suggestions but ultimately they make the fInal polIcIes. She explained that
after the plan has been adopted the PAC may contInue to functIon prImarIly to
monItor the ImplementatIon of the plan.

Ms. Morales said that the letters of support from the PAC and their
attendance and participation during the Public Hearing will be very helpful.
The PAC can attest that in order to alleviate the blighted conditions of the
Mt. Vernon Corridor the proposed project must be approved.
Mr. Mitchell asked that I f after the project is adopted areal tor i-s
interested in developing the area before any money has accrued, how would the
Agency assist financially. Ms. Morales said the Mayor and Common Counctl
would decide at that ti.. if Agency assistance is to be used and where the
money would come from to financially assist the developer.
Ms. Mata asked if Ms. Morales would continue to work with the PAC after
the adoption of the project. Ms. Morales responded that there are no plans to
remove her as the Project Manager for the Mt. Vernon COrridor Project Area.
She said that she will continue to work with the PAC during the implementation
of the plan.
3. Mt. Vernon Corridor Project Area COmmittee Minutes.
A motion was made by COmmittee Member Richard Churchwell, seconded by
Committee Member Ernest Vasquez, and carried unanimously to approve the
minutes of April 18, 1990 of the regular meeting of the Mt. Vernon COrridor
Project Area COmmittee as submitted In typewritten form.
A motion was made by COmmittee Member Graciano Gomez, seconded by
Committee Member Richard Churchwell, and carried unanimously toncelve and
file the Summary of the May 9, 1990 meeting of the Mt. Vernon Corridor Project
Area Committee as submitted In typewritten form.
4. Redevelopment Plan, Report to Mayor and Council and Final EIR.
A motion was made by COmmittee Member Graciano Gomez, seconded by
Committee Member Richard Churchwell,. and carried unanimously that the Mt.
Vernon Corridor Project Area Committee recommend approval of the Redevelopment
Plan, Report to Mayor and Council and final EIR for the Mt. Vernon Corridor
Redevelopment Project.
S. Adjournment
A motion was made by COmmittee MeMber Graciano Gomez, seconded by
Committee Member Esther Meta, and carried unanimously to adjourn to the
Community Workshop on Wednesday, May 30, 1990 at 7:00 p.m., at Alessandro
Elementary School, 670 N. Ramona Avenue, San Bernardino, California.
