Synopsis of Previous Council action:
1. Items reviewed at various meetings of the Mayor and Common Council
2. 2-05-90 - Mayor and Common Council directed staff to.delete certain items and to include
lists of programs/projects/equipment previously discussed, in order that Mayor and
Council may consider additional priorities.
3. 2-19-90 - Mayor and Common Council approved the expenditure of designated bond proceeds to
be spent on certain equipment subject to the approval of a benefit resolution. The
Mayor and Council approved the paving of certain streets by the Public Services
Director with funds from various bond proceeds and the General Fund. Certain streets
were subject to adoption of benefit resolutions.
4. 3-5-90 - Council and Community Development Commission adopted resolutions making
appropriate findings of benefit to allow the purchase of various 1989/90 General Fund
equipment using bond proceeds.
5. 7-2-90 - Council adopted 1990/91 budget which had a provision to use approximately $825,000

STAFF REPORT
At the July 2, 1990 Council meeting the Mayor and Common
Council adopted the 1990/91 Budget. The 1990/91 Budget
included a provision to use approximately $825,000 of bond
proceeds to purchase equipment for use by the city and the
Redevelopment Agency in the implementation of various
redevelopment plans within the City. Purchase of the
equipment with bond proceeds requires the adoption of a
benefit resolution by the Council and Community Development
commission. Attached is the benefit resolution making the
appropriate findings and an itemized list of recommended
equipment.
The attached equipment list also contains recommended equip-
ment not included in the 1990/91 budget. These items were
deleted as a result of budget cuts but are necessary for
safety and City and Agency communications.
It is recommended that the attached list of equipment be
purchased with Tax Exempt CMO proceeds. The amount of
proceeds available is approximately $1.7 million. If the
budgeted equipment is not purchased with bond proceeds,
additional personal service cuts will be required to maintain
a balanced 1990/91 budget.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO, CALIFORNIA, MAKING FINDINGS AND DETER-
MINATIONS AS TO THE BENEFIT OF THE PROVISION OF CERTAIN
EQUIPMENT ITEMS FOR VARIOUS REDEVELOPMENT PROJECT AREAS OF
THE CITY
WHEREAS, the city of San Bernardino, California (the
"City), is a municipal corporation and a charter city duly
created and existing pursuant to the Constitution and the laws of
the State of California (the "City"); and
WHEREAS, the Community Development Commission of the city
of San
Bernardino (the "Commission")
on
behalf
of the
Redevelopment Agency of the City
of
San Bernardino (the
"Agency"), is a redevelopment agency, a public body, corporate
and politic of the State of California, organized and existing
pursuant to the Community Redevelopment Law (Part 1 of Division
24) commencing with Section 33000) of the Health and Safety Code
of the State of California (the "Act"); and
WHEREAS, pursuant to section 33445 of the Act, the Agency
may, with the consent of the Mayor and Common Council of the city
(the "Council"), pay all or a part of the cost of installation
and construction of any building, facility, structure or other
improvement which is publicly owned either within or without the
boundaries of a redevelopment project . area if the Council
determines: (1) that such buildings, facilities, structures or
other improvements are of benefit to the redevelopment project
area or the immediate neighborhood in which the project is
located, regardless of whether such improvement is within another
project area, or in the case of a project area in which

is of benefi~o an adjacent project ar~of the Agency, and (2)
1 that no other reasonable means of financing such buildings,

facilities, structures or other improvements is available to the
3 community, and such determination by the Agency and the Council
4 shall be final and conclusive; and
5
WHEREAS, in order to provide for the construction and
6 installation of buildings, facilities and structures the Agency
7 must acquire, install and utilize certain equipment which is
8 necessary in order to implement the redevelopment projects of the
9 Agency; and
WHEREAS, in connection with assisting in the provision of
11 police facilities, fire facilities, rights-of-way facilities and
12 other such public facilities, certain equipment inherent to such

facilities is required in order
to allow for the proper
functioning of such facilities; and
WHEREAS, certain additional equipment is necessary for the
day-to-day operation and functioning of the Agency in order to
allow the Agency to provide for the construction and installation
of buildings, facilities and structures which are of benefit to
the various redevelopment project areas of the Agency; and
WHEREAS, it is in the interests of the City and the Agency
21 that the city causes the acquisition of certain equipment, as

described in Exhibit "A" attached hereto and incorporated herein
by
this reference
as the
and as hereinafter designated
"Equipment", to be used in connection with the implementation of
various redevelopment projects within the various redevelopment
project areas of the city; and
WHEREAS, the provision of the Equipment will promote the
development of redevelopment project areas within the city which

project area~nclude: the MeadowbrookJ;tntral City Project
Area Central city North Project Area, Central City East Project
Area, Central City South Project Area, Central City West Project
Area, Tri-cities Project Area, Southeast Industrial Park
Redevelopment Project Area, South Valle Project Area, State
College Project Area and the uptown Project area, to the extent
that it will enable the Agency to undertake and promote
redevelopment activities within such areas and thereby assist in
the elimination of blight within such areas; and
WHEREAS, in order to promote the City's health, safety and
welfare and ensure the orderly development of the Agency's
project areas, it is important that the Equipment necessary for
the implementation of the redevelopment plans within the Agency's
project areas be financed by the Agency; and
WHEREAS, it is appropriate at this time for the Council to
make certain findings and determinations and take certain action
with respect to the acquisition of the necessary Equipment.
NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO, CALIFORNIA, DO HEREBY FIND, RESOLVE, DETERMINE
AND ORDER AS FOLLOWS:
Section I. The Recitals hereinabove are true and correct
and are incorporated herein by this reference.
Section 2 The Council consents to the payment by the
Agency of the cost of the Equipment described in Exhibit "A" to
be acquired for use by the Agency in order to implement the
redevelopment plans of the Agency for the reasons set forth in
the Recitals hereinabove. The Council further finds and
determines that no other reasonable means of financing the
acquisition of the Equipment is presently available to the City

and that th~City and the Agency r~ire the use of revenues
generated from the project areas of the Agency in order to fund
the acquisition of the Equipment.
section 3. The provision of the Equipment will allow the
Agency to promote redevelopment within the project areas of the
City which will help stimulate development of such project areas
and their immediate neighborhoods which will in turn help
eliminate blight within such project areas and surrounding
neighborhoods.
section 4 The City Clerk is hereby authorized and
directed to cause this Resolution to be transmitted to the
Commission for consideration in connection with appropriate
action by that body.
section 5. This Resolution shall take effect upon the
date of its adoption.
