Synopsis of Previous Council action:
On October 10, 1989, the Mayor am Camoon CcluIx:il requested a haneless services
coordinator job description be developed am that staff explore the possibility
of the County sharing the cost of the position on a 50/50 basis.
On November 6, 1989, the item was continued to Januazy 8, 1990, am on Januazy
8, 1990, no fonnal action was taken.

Recommended motion:
1. '!hat the position of Homeless Services Coordinator be established.
2. '!hat:furxis be identified to support the Homeless Services Coordinator posi-
tion.
3. '!hat a policy decision be made as to Whether the Homeless Services Coordi-
nator will be a contractual position, or one established through nonnal
City procedures.
4. '!hat the Director of Personnel be directed to establish an appropriate
salazy ran:Je based upon the representative duties am mi.ni.mum am general
qualifications set forth in the approved job description.

STAFF REPORT
On July 12, 1990, the Homeless Ad Hoc Committee met and
considered agenda items related to the Homeless Services
RFP, the City's comprehensive Homeless Assistance Plan
Performance Report, the FY 1990/1991 Comprehensive Home
less Assistance Plan and the job description of the
Homeless Services Coordinator. At this meeting, the
Committee gave direction to staff as to the desired
changes to the subject job description. The detailed
changes are set forth in a memorandum from me to the
Committee dated July 19, 1990, and attached hereto as
Exhibit "1".

If the Mayor and Common Council approve the changes as
recommended by the Committee, certain decisions must be
made regarding establishment and funding of the position,
the legal status of the position (position can be a
regular City position with salary and benefits or a
contract position with no benefits), and identifying an
appropriate salary range in keeping with approved city
positions of similar responsibility and minimum and
general qualifications. Once these and related decisions
have been made, the recruitment process can be quickly
initiated.
I recommend adoption of the four (4) form motions.
Adoption of these motions will enable staff to put in
motion the processes necessary to recruit and select an
applicant who possesses the skills, knowledges and
abilities to carry out the responsibilities of this
position.

logy...". Also, chan;Je "t'WO (2) years experience" to "four (4)
years experience". In addition, remove the last sentence in the
Minimum Qualifications category "Additional qualifyiIx.; exper-
ience may be substituted for the required education on a year-
for-year basis up to a maximum of t'WO (2) years".
