STAFF REPORT
A Comprehensive Alcohol and Drug Prevention Education (CADPE) Grant, authorized
by the Office of Criminal Justice Planning (OCJP), has been awarded to
the San Bernardino County Superintendent of Schools Office and allotments
from said monies are available to school districts for funding of programs
conforming to grant requirements. The San Bernardino City Unified School
District has applied for and been granted funding from the Comprehensive
Alcohol and Drug Prevention Education Grant. With part of this funding,
the San Bernardino City Unified School has contracted with the San Bernardino
City Police Department to provide an additional D.A.R.E. Officer. This
funding is based on a fiscal year and is renewable for a total of five
(5) years. The. amount funded is 1001 of the officer's salary and bene-
fits ($55,993).
Because this grant is renewable for a period of five years, the Police
Department wishes to increase their authorized total sworn personnel from
244 to 245 for the life of the grant. At the time of the grant's expiration,
the department's number of authorized sworn personnel will be reduced
by one.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. WHEREAS, the San Bernardino City Unified School
District, (hereinafter "District"), has received funding from a
Comprehensive Alcohol and Drug Prevention Education Grant,
(hereinafter "CADPE"), for the City to provide an additional
Drug Abuse Resistance Education (hereinafter "D.A.R.E.") Officer
to the District; and,
SECTION 2. WHEREAS, the District and the San Bernardino
City Police Department, in December of 1989, have executed a
Memorandum of Understanding concerning the CADPE Grant, a copy of
which is attached as Exhibit "A" and incorporated herein by
reference; now,
SECTION 3. THEREFORE, BE IT RESOLVED that the Mayor and
Common Council hereby ratify that Memorandum of Understanding
concerning the CADPE Grant, a copy of which is attached as
Exhibit "A" to this Resolution.
I HEREBY CERTIFY that the foregoing Resolution was duly
adopted by the Mayor and Common Council of the City of San
Bernardino at a meeting thereof, held on the

MEMORANDUM OF UNDERSTANDING
Between
SAN BERNARDINO CITY UNIFIED SCHOOL DISTRICT
And
SAN BERNARDINO CITY POLICE DEPARTMENT
Concerning
COMPREHENSIVE ALCOHOL AND DRUG PREVENTION EDUCATION GRANT
A Comprehensive Alcohol and Drug Prevention Education (CADPE) Grant,
authorized by the Office of criminal Justice Planning, has been awarded to
the San Bernardino County Superintendent of Schools Office and allotments
from said monies are available to school districts for funding of programs
conforming to grant requirements.
This memorandum of understanding is entered into for the purpose of jointly
sponsoring the Comprehensive Alcohol Drug Prevention Education (CADPE)
program. In order to accomplish this goal the San Bernardino city Unified
School District and the San Bernardino City police Department jointly agree
as follows: '
San Bernardino city Unified School District will apply to the San
Bernardino County superintendent of Schools for funding from the
Comprehensive Alcohol and Drug Prevention Education Grant.
Contingent upon receiving this funding, the San Bernardino City
Unified School District will establish an additional Elementary
Crisis Counselor position, and will contract with the San Bernardino
City police Department to provide an additional DARE Officer. San
Bernardino City Police Department shall arrange for DARE Officer
Training offered by the Los Angeles city Unified School District,
which will also be funded by the grant allotment.
This Memorandum of Understanding shall be for a period beginning January 1,
1990 through September 30, 1990. It may be renewed or modified by mutual
written consent of the parties involved.
