06/27/90 --- Publi~ hearing was held, and protests were heard and adoption of
Resolution Ordering Work continued to 7-2-90
07/02/90 --- Protests were overruled, Engineer's Report was modified and adoption
of Resolution Ordering Work continued to 7/9/90
07/16/90 --- Resolution Ordering Work, and Resolution waiving requirements of the
of the Special Assessment, Investigation and Limitation Act of 1931.

STAFF REPORT
Assess_nt District No. 994 was proposed to generate funds to finance the costs
included in the 1990/91 budget for street Lighting and Street Sweeping. The proposed
budget for these services is $2.515.838. This llIlOunt. referred to as "Net Proceeds" in
the Engineer's Report. would then be freed up in the general fund to be used for
police services.
Funds to finance an additional street sweeping per month. and the addition of
approxiaately 200 street lights to the current system, is proposed to be added to the
assessments. The amount of the additional services is $455.229. The total assessment
would then be $3.036.192.
On June 4. 1990. a Resolution of Intention was adopted. setting a public hearing date
for June 27. 1990. All necessary notifications were aailed , published and posted as
required.
The public hearing was held on June 27. 1990, the hearing was closed and staff was
directed to review and find alternate methods of assessment for mobile home parks,
multi-family units and single family units situated on private streets. and the item
was continued to July 2. 1990.
On July 2. 1990. the protests were overruled and an limit of 51 annual increase on the
C.P.I. was put on the proposed assessment district. Adoption of the Resolution
Ordering Work was continued to July 9. 1990. and was again continued to July 16. 1990.
The Resolution Confirming Roll is being presented for your action. Upon approval, the
roll will be filed with the County Tax Collector for collection of the assessments.

RESOLUTION OF THE CITY OF SAN BERNARDINO CONFIRMING ASSESSMENT
ROLL NO. 994 FOR CITY-WIDE STREET LIGHTING AND STREET SWEEPING IN THE
CITY OF SAN BERNARDINO, AND APPROVING ASSESSMENT DIAGRAM MAP NO.994.
WHEREAS, the Mayor and COllllon Council of the City of San
Bernardino on June 4, 1990, adopted its Resolution of Intention No. 90-207,
to order the work described therein to be done under the provisions of
Chapter 12.90 of the San Bernardino City Municipal Code: and
WHEREAS, the Mayor and Co_on Council on June 4, 1990, approved
the Engineer's Report on the
proposed assessment
district,
which
report includes a
proposed assessment roll and Assessment District
Map relative to Assessment District No. 994, and on July 2, 1990, approved
amended Engineer's Report; and
WHEREAS ,
the total cost of maintenance, including incidental
expenses, is $3,036,151. 52 ,which must be spread over the individual
parcels of said assessment district, the City has co~ted and set forth
in the assessment roll on file in the office of the City Clerk, for each
individual parcel, all of which are as set forth therein, is hereby
declared to be the Assessment District No. 994 Roll for 1990-91 for the
City-wide Street Lighting and Street Sweeping Assessment District.
NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO DO RESOLVE AS FOLLOWS:
SECTION 1.
That the Mayor and Common Council do hereby find
and determine that the proportionate costs to be levied against the
parcels of land within Assessment District No. 994 are correctly set forth
on Assessment Roll No. 994 for the fiscal year 1990-91, City-wide Street
Lighting and Street Sweeping Assessment District, on file in the office of
the City Clerk of the City of San Bernardino, for total costs of
maintenance and incidental expenses thereto, and the Mayor and Common
Council do hereby confirm said assessments.

SECTION 2. That Assess.ent Diagru Map No. 994, on file in the
office of the City Clerk, is hereby approved.
SECTION 3. That the City Clerk is directed to cause a copy of
this Resolution and Assessment Roll No. 994 to be transmitted to the
Office of the Auditor-Controller for the County of San Bernardino with the
request that the individual assessments be placed on the subject 1990-91
property tax bills for collection together with all other property taxes.
I HEREBY CERTIFY that the foregoing resolution was duly adopted by
the Mayor and Common Council of the City of San Bernardino at a
