STAFF REPORT
In November 1989, an incr.as. in the business license rates
for fa.t food and carry-out food bu. in..... was proposed. The
purpose for the rat. incr.... was to help fund litter
abat...nt prOCJrU18 r.lating to on-str.et trash generated from
these types of bu.ines.es.
OUe to concerns expres.ed by the fast food industry, the
Mayor agr-.d to delay the implem.ntation of the new rates in
order to allow for the formation of a ta.k force consisting
of the ~~.her of Commerce and the fast food industry to
consider other alternative. to addressing the litter issue.
The Anti-Litt.r Taak Force, which was formed in January 1990,
has been aeeting regularly to con.id.r alternatives to the
imposition of incr..sed bu.iness license rates. A sUllimary of
the.. activities i. provided as an attachment. SOme of the
key activitie..which are being pursued at this time include:
1. Conducted a .urvey of locations (other than 5th and
"0" Str_t.) in the City perceived by Public
services to be high litter ar..s as a re.ult of
fast food establi.hments. Six additional locations
as noted in the attachment were identified. Letters
were sent to all business establishments in the
general area of the six sites requesting support
for enhanced clean-up efforts and providing them
with a checklist of Clean-up procedures.
2. Additional street (refuse) containers will be
provided at the sites to help control litter. The
fast food establishments indicated a willingness to
purChase str.et container. for use by the City and
to pursue the concept of "Adopt a Trash Container"
for tho.e on-street refuse containers adjacent to
their facilities.
3. In order to educate students on the need to change
attitudes relative to litter control, the School
District is _eting with the Committee to review a
waste aanag...nt program ~or pos.ible incorporation
into the San Bernardino school district curriculum
at all grade levels.

since the Anti-Litter Task Force is continuinq to pursue
those activities as well as other proqrams relatinq to litter
abatement and has exhibited a hiqh deqree of involvement and
concern toward meetinq this qoal, it is recommended that the
proposed rate increase be tabled at this time. A review of
the activities of this this Task porce will be conducted in
six months and a determination will be made relative to the
merits of a business license increase at this time.

A lIeeting was beld on May 15, 1990 to receive an update on
the activities of the Anti-Litter Task Force, as well as to
identify other areas wbich could be addr_sed by this Task
porce in lIeeting the goal of litter abat_ent in the City.
Bob Pbillips, Taco Bell Corporation, provided the attached
listing of both short term and long term accomplishments of
the Chamber's Anti-Litter Task Force. It sbould' be noted ~
that under the long term goals, a major recOllllendation was"
the illpl_antation of the Keep America Beautiful, Inc. "
prOlJraa. Subsequent review of this prOCJr- by City
Administrative staff resulted in a recOllllendation to not
implement this prOlJram at this tille due to cost
considerations.
The Public Services Department provided the following listing
of sites, which they felt were litter prone areas, caused to
sOlie degree by quick service facilities. The.e sites were
provided in order to belp idantify alternate locations in
the City wbich were litter control probl_ areas perceived to
be caused by quick service facilities.

An inspection of these sites by Manuel Moreno, Jr., Bob
Phillips, and myself on May 16, 1990 revealed that lIost of
the litter at these locations was situated in the gutters and
not in adjacent lot. and that less than a majority of the
identifiable litter appeared to be froll quick service
facilitie.. It was agreed that a letter could be drafted
wbich could be jointly signed by the Mayor, as well as the

Short-Term Goals and Action
. Composed and ran $700 newspaper advertisement in 3 Dec;ember
issue of IG. Slm in support of Mayor's War on Blight and Christmas
Clean-up Campaign, urging not only participation in weekend cleanup
but continued efforts to make San Bernardino a more beautiful
community in 1990.
. Donated 1500 food coupons worth over $2000 to all volunteer
participants in the Mayor's Christmas Clean-Up Weekend.
. Secured article in California Restaurant Association newsletter
urging members to assure that their properties and adjacent areas
are free from litter.
. Learned that most retail food outlets have policies on clean-up of
sites and adjacent properties to assure that they are responsible for
their portion of litter stream. Some examples are attached.

. President of Chamber of Commerce Larry Sharp sent letter to all
quickservice restaurants and convenience stores in City, totalling
some 70 units, asking that they assure that their properties and
adjacent areas are free from litter.
. Carl Karcher Enterprises, Inc. Vice President Paul Mitchell sent
letter to Director of Public Services Manuel P. Moreno, Jr. offering
assistance in locating more trash containers at key locations around
City. At January 16th Anti-Litter Task Force meeting City Public
Services Director Manuel P. Moreno, Jr. said that a trash survey was
just completed which resulted in 40 more containers being placed
throughout City.
. Secured some $2500 in food industry contributions to Mayor's Ball
to benefit the More Attractive Community Foundation.
. Provided retail food outlets with litter control checklist from the
Single Service Institute.
. Met with Goodwill Executive Director Sam Cox to develop a program
in which Goodwill employees would assist in clean-up efforts in a
cost-effective manner. Proposal from Goodwill is being drafted. Pilot
project will be vacant lot at 5th and D. At the February 6th meeting
of the Chamber of Commerce's Beautification Committee, Mr. Cox
suggested a supervised litter control work crew, assigned to pick up
litter in designated critical areas throughout the city. He also said
grant funding may be available for such a project. The Committee
approved the concept.
. Suggested and received aJl'eement from Mayor's ofilCe, per
Lorraine Valardi, for stepped-up enforcement of cleanliness of
vacant lots. Ms. Valardi asked businesses to report to the Mayor's
office blighted vacant lots. Case in point is lot on the Southeast side
of 5th and D next to Jack-In-The-Box, which is for sale. Lot not only
is littered with paper, but also contains large amount of broken glass,
overgrown weeds and sapling tumbleweeds. Owner of this lot
and/or real estate agent, Grubb and Ellis, should be contacted and
told to clean up lot and keep it clean or face City legal action.

Bernardino and presentations to Chamber of Commerce

and to City Administrator Marshall Iulian, Director of Public
Services, Lorraine Valardi, Mayor's Office, and Fred Wilson,

Way With Waste, ~ by Washington State Department of Ecology's
Litter Control and Recycling Program and Washington
Superintendent of Public Instruction, for use in support of
long-term anti-litter program once adopted by City. Lorraine

Institute for Applied Research, Sacramento, California, which,
after studying three cities with comprehensive anti-litter
programs and comparing them to thfee cities without such
programs concludes that cities that have comprehensive
litter abatement proarams co..lstina of education

enforcement with teeth in the. form of citations and
fines, etc. can reduce litter rates by 40 to 5011>.
