N ~~y children in our. community today are growing up with poor role models or no role
~~els at all. A ~rowing number lack discipline, direction, respect and most
important of all, prlde. Too many of our community's children are becoming trapped
in lives of substance abuse, gang activity and crime. At the ver~ least the lack of
pride and too much idle time are producing future citizens who will never reach their
full potential.
The Junior Police Academy will be a joint project of the City of San Bernardino, the
San Bernardino Police Department, and the San Bernardino City Unified School
f District. The program's goal will be to assist children and young adults in
developing self discipline, pride, honesty, self confidence and respect for others.
The program will also provide another means of communication between the police
department and the community.
The school district has given an enthusiastic response to the possibility of
integrating the academy into their magnet school program. So much so that they have
selected a location, Lytle Creek Elementary School at 275 South 'K' Street as the
site for the academy. Lytle Creek is on a year round schedule and is in an 88%
minority population area. It is an ideal site for this pilot program.
The program will consist of instruction by district teachers in normal curriculum
such as reading, writing, mathematics, social studies and physical education. In
addition, there will be instruction in military drill by a Drill Instructor and
f Senior Advisors (Police Explorer Scouts, who will earn school credit for their
involvement). San Bernardlno Pol ice officers will provide weekly instruction on
topics which will include drug resistance, gang resistance, good citizenship, safety,
crime prevention, and pol ice procedures. Moral and ethical guidance will be strong
aspects of the program.
To initiate the program, the pol ice department will require some resources not
included in our current budget. The Drill Instructor mentioned earl ier in the
report, will be a part-time position. Police officers used as instructors will be
comprised of on-duty D.A.R.E. officers and hand picked off-dutl officers who will be
paid overtime. In addition to personnel, we will need teachln~ aids and uniforms.
The uniforms are an important part of building self esteem and dlscipline.

The school district will provide transportation, a full time recreation aid
and a budget for supplies directly associated with the Junior Police Academy
curriculum.

The program will be limited to 90 fifth and sixth grade students the first year. If
it proves to be a success, consideration will be given to expanding it to cover more
students and grades. The magnet program is ideal for the academy, as it is full time
and encourages students to travel across town to attend schools providing special
programs.

Assistance Superintendent of the San Bernardino Unified School District are our
contact persons.
* Uniforms will be furnished to the students free of charge as they are in intrical
part of the program, establishing esprit de corps among those participating.
