Recommended motion:
1. That the salary for Extra Relief Heavy Laborer be increased from
$5.00 per hour to $6.25 per hour effective July 3, 1990.
2. That the Director of Personnel be instructed to update Resolution
6413, Section 13, Part-Time Temporary employees.

STAFF REPORT
Kevin Barnes, Refuse Superintendent, has requested a salary
increase of $1.25 per hour for the Extra Relief Heavy Laborer
classification to $6.25 per hour from $5.00 per hour,
(attachment A). Manuel Moreno, Director of Public Services,
concurs with this request. This salary increase would cost
$52,000 per year for the approximately 20 temporary posi-
tions. This increase would be funded by the Refuse fund
which has monies available for this increase.
The civil Service Office has advised us that the number of
qualified applicants has decreased significantly due to the
uncompetitive salary. The last time this salary was
increased was 1987. At their June 21, 1990, meeting, the
Council Personnel Committee recommended that the full Council
approve this increase.

In our current recruitment for this position we are receiving far fewer
applications than in past recruitments. There are so few that we are virtually
hiring any applicant who is not disqualified by driving record or medical
examination, regardless of work experience, in order to provide sufficient
manpower. Though we do train new employees to operate refuse trucks, we will
experience a higher accident rate and more turn over by using people with no
truck driving aptitude.
This problem is being compounded by increased demand for qualified class B
truck drivers resulting from the new Federal Motor Carrier Regulations. Our
city, along with the rest of the country, can no longer employ class~
(automobile) drivers for driving 2 axle refuse trucks or school buses.
Thus we are now facing conpetition for employees who can obtain a class .B
license. It is likely that such people are going to earn more than our
$5.00/hr. rate elsewhere without having to lift trash cans. Some of our more
experienced extra board personnel have recently left for better pay, after
getting their class B license through the City.
I am not advocating that we pay the highest around, but I am sure we must
consider attracting enough qualifiable personnel by offering at least $6.25/hr.
