Mayor Holcomb could not be present at today's Commission meeting and has asked staff to request that discussion on this item be deferred until the next Commission meeting. The discussion at the Committee meeting centered on the status of streetscape plans for downtown and how the timing of the installation of the improvements would relate to the construction of the Omnltrans mall on Fourth Street and to other priorities In the downtown area, notably construction of additional parking. Main Street reported that the plans were ready to go out to bid (see attached memo dated June 7, 1990) and the CommIttee asked that Redevelopment and Engineering staff review the plans and report to the Commission at this meeting. An agreement between Main Street and the Commission supplies funding for Main Street and outlines a work program. The work program provides that the Commission, the City, and Main Street will plan a program for streetscape Improvements In the downtown area. Responsibilities are assigned as follows: A. Main Street will develop preliminary designs and preliminary cost estimates. B. After joint approval of the designs and cost estimates, the City or the Commission will prepare the flnaldeslgns. C. The actual construction will be done through the Department of Public Works. D. The fInancing (not to exceed $2,108,015) will be the responsibility of the Commission. In the event that the estimates exceed $2,108,015 a joint funding plan will be formulated that may Include phasing. Main Street has furnished staff with its available drawings and cost Information. The present situation is as follows: A. Other than the attached summary figure of $351,000 for a typical block, no cost estimates have been provided by Main Street. Their consultant (Urban Design Studios) advises that cost estimates were deleted from their scope of work. B. Main Street furnished Incomplete plans (estimated to be about 801 finished). When completed, they will be adequate for final drawings If the design concepts are accepted and approved. The missing portions Include the detail sheets, and all of the specifications. The consultant believes that the specifications will be available In approximately two weeks. ~- - - - - - ,.-- '-' o , - '-- Hithout the detail sheets and the specifications, staff Is unable to review the drawings even If the review Is limited to conceptual issues. The consultant Indicates that more complete plans are available and a set has been requested for review. C. Contrary to the statements in the attached memo of June 11, 1990, no formal review or approval of the Main Street streets cape or the transit mall has been carried out by the City or the Agency. There have been discussions at Council/Commission work.shops and various departments have given Informal assistance and comments but the Commission has tak.en no action to approve the program. No action has been located where the Common Council approved either the streetscape program or the transit mall. Review by City staff and Commissions will be required before the program Is ready for Council/Commission consideration. For example, If the program calls for a new type of traffic signal, It should receive review by the Traffic Safety Commission. c Once completed plans are available they can be submitted to the Envlronmenta 1 Revi ew Committee who wi 11 evaluate any potential mitigation measures to be added before the final design plan Is completed and submitted for plan check.lng. Bid specifications and cost estimates can then be developed and presented to the Commission/Council for consideration prior to advertising for bids. Prior to that time. Main Street's Design Guidelines should be reviewed, modified where appropriate, and adopted by the Commission and Common Council. The main emphasis of the entire street scape program is safety and security. c As an example: The block surrounding the Sun Company (Arrowhead - Court, "0" & 4th Street) will cost $351.000 Total. $25l,000..........lighting and safety features 39,000..........trees and plantings 19,000..........street hardware 42.000..........administrative $351.000 - Total (NOTE: This total does not include any of the Omni Trans components. ) During this long process to complete these plans, we have been working with Engineering, Traffic Engineering, Public Works, Parks and Recreation, and Omni Trans. As the Redevelopment Committee requested, the following is a chronological outline of meetings regarding the Main Street, Inc. Street Scape Plan: c Main Street has involved business and property owners, city department heads and staff, elected officials, Main Street committee members, and Main Street Board of Directors. A tremendous amount of time and energy by many dedicated individuals has gone into this process. November. 1987 - Main Street, Inc. entered into an agreement with Urban Design Studios to provide conceptual drawings and a theme for Downtown Main Street's Street Scape Plan. November. 1987 - ADril. 1990 - Main Street Design Committee held manv, many meetings to discuss the Street Scape concept and gain a consensus of opinion on trees, furniture, design, and overall plan. The Design Committee is an active committee that meets on a regular monthly basis or more often, if needed. The city staff members that are on the Design Committee are: Moe Estevene, Sandra Paulsen, Annie Ramos, and Jim Richardson. Februarv. 23. 1988 - A meeting was held for various city department heads. Mark Brodeur of Urban Design Studios presented -the Street Scape Plan. Februarv 24. 1988 - A Town Hall meeting was held in the City Council Chambers. The meeting was attended by Mayor Wilcox, City Council members, Main Street Board of Directors, Committee members, business and property owners, and citizens. A complete overview of the Street Scape Plan was presented at this meeting with opportunity for citizen input. c .' '. c c r '- .) - 8 Page 2 ADril 8. 1988 - Meeting in Los Angeles with Richard L. Hatfield, Vice President of Bank of America, O. Barry Parker, Regional Team Manager of Bank of America, and Charles E. McConney, Real Estate Negotiator of Wells Fargo Bank. Met with Wayne Wood and Brooks Johnson in the Main Street conference room to discuss the Street Scape plan for Court Street. Januarv - Mav. 1988 - Urban Design Studio worked with the Sun Company to develop landscaping and Street Scape plans. The Sun Company approved the plans. Sunburst Honev Locust trees are alreadv Dlanted in the sun ComDanv's Drivate landscaDina: thev used that tree to tie into Main Street's Dlans. November 22 - Februarv 14. 1989 - Correspondence between Main Street and John Lonergan. Technical memorandum from Urban Design Studios as requested by Ann Harris, Exeoutive Director. Letters from Mr. Lonergan to Main Street Board of Directors. Response from Urban Design Studios (Main Street consultants) to Mr. Lonergan's letter. Mr. Lonergan requested to be heard by the Main Street Board. Main Street received letters from Mr. Lonergan, Ticor, American Title, Masonic Building, and the Sun Company at Mr. Lonergan's request. March. 1988 - Ann Harris initiated a meeting with Robert Chafin, General Manager of Omni Trans to discuss Omni Trans bus shel ters and how we could get them to upgrade and tie into the over all Main Street, Inc. Street Scape plan. ADril 18. 1989 - Community Development Commission approved agreement, work program, and budaet with Main Street. Part of this work program and budget was the Street Scape program. M~rch. 1988 - SeDtember. 1989 - Meetings on the average of twice a week were held with Main Street, Omni Trans staff, and Main Street consultants. Involved in these meetings, as needed, were city staff--Engineering (Gene Klatt), a traffic engineer (Anwar Wagdy), Planning, and Urban Design Studio. Through this process the Transit Mall upgrading of the bus shelters was conceived, planned, and refined. Ann Harris made a presentation to Omni Trans staff and Board of Directors to gain support for the total project. SeDtember. 1989 - The Main Street Executive Director and two Council persons made a trip to Salt Lake City, Utah to review that city's Main Street, Inc. Street Scape and bus mall concept and study their bus shelters and trolley cars. SeDtember. 1989 - Street Scape plan, including Omni Trans bus shelters, was presented to the Parking Place Commission \ ,...., ....... ,Cj '-' Page 3 - - Setltember 14. 1989 - Street Scape plans, including ODIni Trans concept, was presented to the city's Transportation Committee. October 18. 1989 - At a luncheon workshop, Ann Harris presented a slide presentation to the Mayor and Council, Main Street Board of Directors, and department heads. Communi ty Development Commission gave approval to proceed with the Transit Mall concept as part of the Main Street, Inc. Street Scape. November 1989 - June 1990 - Continue t6 meet on a regular basis as needed with staff of the following: c Main Street, Inc. ODIni Trans Urban Design Studio (landscape architect) RHA-- Consultant for bus shelter design City staff as follows: Roger Hardgrave, Director of Public Works Gene Klatt, Assistant City Engineer Anwar Wagdy, Traffic Engineer NQIi: The Engineering Department staff have given input during the entire development of engineering drawings. Met with Mayor Holcomb and other staff members to discuss Street Scape; specifically, the type of trees around the Sun Company. Atlril 27. 1990 - Mayor Holcomb called a meeting with property owners. Attending that meeting Were Mayor Holcomb, Mark Brodeur, Ann Harris, Brooks Johnson, Carl Wealder, and a representative from Ticor. The meeting was to discuss the Street Scape around the Sun Company. Mav 1990 - Councilwoman Estrada, Annie Ramos, Gene Klatt, and Ann Harris met on Fourth Street by the Sun Company, walked the entire block around the Sun Company, and discussed the Street Scape and the trees to be used. June 5. 1990 - Main Street provided conceptual and working drawings to Richard Pope Associates to design plans for planters for the Sun Company to enhance the Main Street, Inc. Street Scape plan. June 11. 1990 - Turned engineering drawings over to Gary Wagoner at RDA per his request. c llb c /"""', , '--' PMQ Developments 365 N. San Bernardino, Ca. 92418 Dear Mayor Holcomb, It has just been called to my attention that the streets cape Improvements Project for the central city has reached the point where it can be physically implemented. From our meeting a few weeks ago, I understand that you are concerned about competition between this project and additional parking facilities for funds. I share your concern. But after thinking the matter over, I would like to offer my full support to moving forward immediately on the streetscape project. I reason that if we do not go forward at this time, we will lose the support and funding from the Omnitrans Transit Mall Pro- ject. Over the past ten years we have seen several similar pro- jects and ideas raise our hopes for improvements, but stall and consequently fail and come to nothing. I am very much afraid that the moment and the momentum for this project is lost now, it will come to the same futile fate. since physical improvements in parking facilities are still several years down the road, loss of this project will mean that downtown San Bernardino will be where it has been -- few and intolerably slow improvements. While I in no way favor a "dri- ve-by downtown", I urge you and the council to seize this oppor- tunity to make a real, physical difference in what we have offer in the potentially beautiful heart of our city. v.e. ~s . ncerely, ~~M Pa 1 M. Quinton ~ -- -~ -- We, the following citizens, tenants, businessmen, and prop- erty owners, urge the Mayor, city council, and Administration to implement the streetscape Improvement Program for the central city. It is clear that the central city has been seriously neglected with respect to improvements in public faciiities for more than a decade and that during this time there has been a growing concern for public security and deterioration of the environment. This program will provide sorely needed improvements in street lighting and streets cape which will greatly aid in alleviating these problems. It has come to our attention that the street Scape Program may be in jeopardy of being cancelled in favor of a downtown parking structure. While we all agree that additional parking is needed for long term growth in San Bernardio's downtown, we also feel that the safety and security provided for in the Street Scape Budget in the way of lighting is our most immediate need. A safe and attractive city center, will go a long way in inducing new buinesses to invest in our community. We are competing with many other Inland Empire cities and need to look as competitive as we feel. Please let us know how we can help the Mayor and the City Council see that this Street Scape Program is implemented with out delay.
