SUBJECT: San Manuel Burn Area

I have just reviewed a copy of Mr. Hardgrave's May 29, 1990 memo
to Councilman Maudsley (copy attached) regarding the plan to ....
include a debris basin in our Capital Improvement Program. as
the sole response to the U.S. Forest Service Burn Area Report
(San Manuel Fire) showing potential landslide areas.
We do not believe that a plan to include a future debris ballin
in our C.I.P. is a legally adequate response to our being placed
on notice, by the U.S. Forest Service of potential landslide
areas.
This appears to have the potential to be another Hampshire Flood
disaster in the making. Irrespective of the legal position it
would place us in if we do no more than plan a future debris
basin, we owe it to those people whose property, and possibly the
lives of their families, will be in jeopardy if we fail to make
adequate provision for their protection.
