CITY OF SAN BERQRDINO - REQUEST CbR COUNCIL ACTION STAFF REPORT At the meeting of May 7, 1990, the council had requested clarification on the issue of city participation in terms of funding fifty percent of the costs associated with the removal of existing driveway approaches and infilling of curb depressions. This request for clarification from the Council was submitted in response to concerns identified at the protest hearing relative to the notice to construct chapter 12.92 improvements. Resolution No. 90-8, which was adopted on January 8, 1990, provides a procedure for city participation of up to one-half the cost of reconstruction and/or repair of sidewalks, curbs, and gutters located on the public right-of-way. The infilling of curb depressions and driveway approaches is also included as an eligible program in this resolution. The ability to utilize either Public Services staff or private contractor is provided for in the resolution. Due to workload considerations, the preferred alternative is the use of private contractors for these types of projects. Although the program was envisioned primarily to address the repair of existing sidewalk, curb, and gutters, it could be expanded to also include projects constructed under Chapter 12.92 of the Municipal Code. Public Works/Engineering has estimated that approximately 65 parcels remain to be notified of the City's intent to require either removal of existing driveway approaches or reconstruction of curb, gutter and sidewalk. At an average total cost of $3,000 per parcel (or $1,500 if the property owners exercised this City matching program), the impact on the City will be approximately $100,000. Since this program was not budgeted, and assuming the Mayor and Council want to implement the City matching program for the types of improvements, it is recommended that $100,000 be allocated from the bond proceeds to fund the city's participation in this program. It should be noted that the Mayor and Council took action in october, 1989 to allocate $1 million of bond proceeds for the purpose of funding blight reduction pr gram .
