Recommended motion:
That the appeal from the Rialto Unified School District, for a waiver
of the requirement that traffic signals be installed at Mill Street
and Eucalyptus Avenue, and street improvements installed on Pepper
Avenue adjacent to the new high school site, be approved, and the
Director of Public Works/City Engineer be directed to include the
installation of traffic signals in the Capital Improvement Program
under the 1991/92 Fiscal Year, and the street improvements on er
Avenue at the earliest fiscal year tha fu s can be i ti' ed.

STAFF REPORT
The Rialto Unified School District is planning to build
a new Senior High School at the southwest corner of Mill Street
and Pepper Avenue. This facility will house students living
within the City of San Bernardino, since the Rialto Unified
School District encompasses the area west of Lytle Creek. A
copy of the tabulation showing the breakdown of students from
the City of San Bernardino is attached for reference.
According to the District's schedule, this new Senior
High School (9-12) will open in September, 1992. However, this
schedule is predicated upon passage of the school bond measure
(Proposition 123) on the June ballot.
Even with the passage of Proposition 123, the funding
from the Office of Local Assistance (aLA) of the State
Archi tect' s Office will be insufficient to finance the total
estimated cost of the new facility. The District anticipates
opening the school with only one-half of the student parking lot
paved and without landscaping (except for the athletic fields)
due to the shortage of funds.
The traffic study prepared for the new school identified
the need for traffic signals at Eucalyptus Avenue and Mill
Street upon opening of this facility. This study was based upon
the District's recommendation that the school will open with an
initial enrollment of 2,000 - 2,500 students.
The preliminary estimate of cost for the traffic signals
is $120,000. An amount of $14,000 has been collected from an
adjoining development toward the cost of these signals. Another
development has been conditioned to pay $14,000. It is
~ recommended that direction be given to include these signals in
/.IrfcfJJjB Capital Improvement Program under the 1991/92 Fiscal Year,
since the new school is scheduled to open in September, 1992.
Funds are available from aLA to finance the cost for
improving two adjoining streets, up to a half width of 18 feet.
The District plans to improve the frontages on Eucalyptus Avenue
and Mill Street, since access will be provided from these
streets. Since the school will take no vehicular access from
Pepper AVenue, and no State funds can be obtained, the District
is requesting that the improvements be waived. The Civil
Engineer for this project has estimated the total cost of Street
improvements at $700,000, of which $350,000 would be for Pepper
Avenue.

The Ria1to Unified. School District is impacted at the present time.
Pending the passage of Proposition 123 on the June ballot, the
District is optimistic that it will receive the necessary funds to
build a high school at the corner of Eucalyptus and Merrill Avenues
in the City of San Bernardino.
The City Pub1 ic Works Department has requested the design and
installation of a traffic signal at the intersection of Eucalyptus
and Merrill, which the State School Building Program will not
finance. Locally, the School District does not have the funds to
complete such a project since the State School Building Program uses
local developer fees to offset its costs. As a result, the fees
become the local share of a school building project.
The City has previously approved the construction of single-family
homes immediately north of the proposed project. If the City still
requires the installation of a signal at Eucalyptus and Merrill, the
School District requests that the signal be financed by the
development community rather than a public school, which is built
as a result of the growth.
