Dukes , Associates, Inc. This agreement was relative to
building out the remaining 76 homes in the Orangewood Estates.
A letter has been received from Dukes Dukes &
Associates requesting authorization to temporarily close
Gilbert Street, between Clyde Street and Glenview Street and
Clyde Street, from Gilbert Street to 16th Street. Their streets
would be closed during construction of homes on the adjoining
lots, in order to provide for safety of the construction crews.
Homes in subdivision are normally constructed while the streets
are unpaved and not open to public traffic. However, in this
case, the streets are fully improved, and open for public
traffic.
A map of these streets is attached for reference.

trucks are parked on the streets and unloaded by fork lift
All of this activity will place the workers on these homes in
dangerous situation.
Both streets are classified as local residential, and
are designed to serve abutting parcels. Since all abutting
parcels are vacant, the temporary closure would not severely
disrupt traffic flow.
Authority for temporary street closures is granted under
Section 21101 (a) of the California Vehicle Code. This section
provides that the legislative body must make a finding that, in
their opinion, the streets are no longer needed for vehicular
traffic.
We recommend that the requested street closures be
approved.
The developer will be required to repair any damage to
the pavement before final inspection and clearance of utilities.

RESOLUTION OF THE CITY OF SAN BERNARDINO DETERMINING THAT
PORTIONS OF GILBERT STREET, FROM CLYDE STREET TO GLENVIEW STREET,
AND CLYDE STREET, FROM GILBERT STREET TO SIXTEENTH STREET, NEED
TO BE TEMPORARILY CLOSED.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
The Developer of the adjoining lots has
requested authorization to temporarily close these streets during
construction of the homes to avoid subjecting the construction
workers to a dangerous condition.
SECTION 2. The referred streets do not directly serve any
developed parcels.
SECTION 3.
A finding is hereby made, pursuant to Vehicle
Code, Section 2ll0l(e), that the temporary closure of these
streets is necessary to avoid placing the construction workers on
these homes in danger from public traffic on these fully improved
streets.
SECTION 4.
The street may be closed by the Developer as
shown on the attached map, until such time as development
necessitates vehicular access.
Easements and utilities shall
remain in place in the existing dedicated and improved roadways.
Any damage to the existing street improvements shall be repaired
by the Developer prior to final inspection or clearance of
utilities.

Gilbert Street at Glenview, and Clyde Street at 16th Streets. The~
streets bisect our proposed construction site and automobiles ~
passing through will endanger our construction crews. The purpose'
of this request is to provide safety for the working personnel and;
prevent any unsafe conditions for the surrounding community.
These streets will not impact the flow of traffic because they
are in the construction area where no houses have been built.
