Recommended motion:
That the bid received on 5-8-90 for the construction of a
pedestrian bridge for the City Hall Annex (Thrifty Building),
in accordance with Plan No. 8076, be rejected, and that the
Director of Public Works/City Engineer be directed to modify the
plans and specifications in order to reduce the cost, and re-
advertise the project.

STAFF REPORT
Bidit-- were received at 2:00 p.m., Tuesday, 5-8-90, for
the constr~tion of a pedestrian bridge, from the S-level
parking stxucture to the City Hall Annex.
One bid was received in the amount of $174,824.00. This
amount is 118% over the Engineer's Estimate of $80,000.00.
After the bid opening, staff discussed the bid with the
design firm that prepared the plans and provided the estimate.
Other than the inclusion of automatic doors at the annex
building, they could find no justification for the high costs.
After making adjustments for the doors ($15,000) and reviewing
all unit costs with recent bids, the adjusted estimate could
only reach $124,000.00, even allowing 25% profit for the
contractor.
We have reviewed the bid with the City Hall Design
Review Committee. It was concluded that the plans be modified
to eliminate the covered portion of the bridge, change the
handrail to a more cost effective design and have the automatig
doors bid as an alternative. Additionally, staff contacte.
several plan holders that did not bid to see what, if any;
problems they had with the plans. Several bidders indicated
that the project was too small, not to their area of
construction, or that they lacked adequate time to prepare and
submit a bid on the project.
In the intervening time, staff has contacted several
other firms that have expressed interest in performing the work
and bidding on the re-advertised project.
Therefore, staff recommends that the bid be rejected,
and that the Director of Public Works/City Engineer be directed
to modify the plans and specifications and readvertise the
project.
URGENCY CLAUSE:
The installation of the pedestrian bridge is essential to the
occupancy of the City Hall Annex. It is necessary to complete
the bridge before staff can relocate to the new building.
Therefore, it is necessary to have this project completed as
soon as possible.
