CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION

ITAFF REPORT
The Southern California Edison Company has a hiqh
voltaqe steel tower at the northeast corner of Kendall Drive and
University Parkway. Tbis tower is about five feet from the edqe
of existinq pavement, as shown on the attached map. The future
curb line traverses the tower.
. Kendall Drive is shown in the Capital Improvement Pro-
9ram to be widened to four lanes in the 1991/92 Fiscal Year.
This is predicated upon receivinq Federal-Aid Urban Funds in the
next four year fundinq cycle. This tower will have to be
removed, in order to allow the wideninq to occ~r.
A preliminary estimate of $100,000 haw been provided by
Edison to set a new tower (or specially desiqned pole) clear of
the ultimate ri9ht-of-way for Kendall Drive and remove the
ex18ting tower. About 18 to 24 months will be required to
desi9n and fabricate the new tower.
The circai ts on this tower are obviously in excess of
33,000 ltVA. Therefore, underqroundinq of th18 line will not be
Jmposed as a condition of development.
~ Action on this tower could be deferred until the parcel
'-' alon9 Kendall Drive is developed, and a condition imposed that
they relocate the tower to clear required street improvements
alonq Kendall Drive. This would be an unusual financial burden
to place on a development, and we have no assurance that the
parcel will be developed in dccordance with our schedule for
widening Kendall Drive.
In view of the projected increase in traffic on Kendall
Drive, due to the extensive developments in the area, and lonq
lead time, we recollllllend that $100,000 from State College Bond
proceeds be allocated to finance the estimated cost of removinq
this tower. Also, that the Director of Public Works/City
Engineer be directed to notify Edison to remove the tower.
