2 RESOLUTION OF THE CITY OF SAN BERNARDINO SUPPORTING ASSEMBLY
BIIJ.. NO. 1738 h'\ID ASSEMBLY CONCURRENT RESOLUTION NO. 50 TO SEEK RELIEF
3 FROM ELECTRICAL AND NATURAL GAS RATE INCREASES FOR ONE YEAR.
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Recitals:

(a) The citizens of San Bernardino have been faced with
8 numerous increases in the rates charged by public utilities for
9 electrical service and natural gas service in recent years, and
10 the City of San Bernardino desires to express concern about such
11 increases and express its support for measures to bring about
12 temporary relief.

(b) Assemblyman Terry Goggin has, together with Assem-
14 blyman Dan Hauser, introduced Assembly Concurrent Resolution No.
15 50 in the 1983-84 regular session of the California Legislature,
16 which would request the Public Utilities Commission to place a
17 one-year moratorillio on the granting of any rate increases proposed
18 by electrical and gas utilities. The City of San Bernardino
19 desires to express support for the concept of that proposed
20 resolution.

(c) Assemblyman Goggin has also, together with Assem-
22 blyman Hauser, introduced Assembly Bill No. 1738 to change the
23 Public Resources Code to prohibit the Public Utilities Commission
24 of the State of California from approving any rate increase pro-
25 posed by an electrical or gas corporation until one year after
26 the effective date of the bill, and also would suspend any rate
27 increase granted by the Commission to such a corporation between
28 January 1, 1983 and the effective date of the bill, until one year

1 after the effective date of the bill. The City of San Bernardino
2 desires to express support for this one-year moratorium on rate
3 increases.

SECTION 2. Implementation.

(a) The Mayor and Common Council of the City of San
6 Bernardino do hereby support Assemblyman Terry Goggin and Assembly
7 man Dan Hauser in their efforts to enact into law the provisions 0
8 Assembly Bill No. 1738, and in their attempts to have the Legis-
9 lature adopt Assembly Concurrent Resolution No. 50, to impose a
10 one-year moratorium on rate increases for natural gas and
11 electricity in the State of California. The Mayor and Common
12 Council of the City of San Bernardino urge all members of the
13 Assembly and Senate of the State of California to support Assembly
14 Bill No. 1738, and Assembly Concurrent Resolution No. 50 to grant
15 such relief.

(b) The City Clerk is authorized and directed to send
17 a copy of this resolution to Assemblyman Goggin, Assemblyman
18 Hauser, Assemblyman William Leonard, Senator Robert Presley and
19 Senator Ruben Ayala, to encourage each of these representatives of
20 the people to join in support of Assembly Concurrent Resolution
21 No. 50 and Assembly Bill No. 1738.
22 I HEREBY CERTIFY that the foregoing resolution was duly
23 adopted by the Mayor and Common Council of the City of San
24 Bernardino at an adjourned reqular meeting thereof, held on the
