S3-2~3 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE BOARD OF TRUSTEES OF THE FREE PUBLIC LIBRARY TO APPLY FOR LIBRARY 3 SERVICES AND CONSTRUCTION ACT FUNDS FOR THE CONSTRUCTION OF A DOWNTOWN LIBRARY IN PIONEER PARK. 4 5 WHEREAS, the City of San Bernardino is obligated to vacate 6 its existing downtown library as part of the County Civic Center 7 I project by early 1984; and 8 WHEREAS, the Mayor and Common Council desire to construct a 9 new 60,000 square foot central library in Pioneer Park at Sixth 10 and "E" Streets in downtown San Bernardino; and 11 WHEREAS, some federal construction monies are available as a 12 result of the Emergency Job Appropriations Act of 1983 (P.L. 98-8) 13 through the Library Services and Construction Act (Title II) 14 (Title 20, 5 351, United States Code) to help fund projects of 15 this type; and 16 WHEREAS, the proposed library construction project is 17 needed immediately and the project would accomplish the goals and 18 purposes of the Emergency Job Appropriations Act of 1983; and 19 WHEREAS, the Mayor and Common Council have authorized bond 20 counsel to develop a financing plan to provide the necessary 21 matching local funds; and 22 WHEREAS, the proposed library construction project would 23 make a significant impact on the high unemployment rate in our 24 community; and 25 WHEREAS, a new central library would do much to stimulate 26 downtown development generally and thereby spur a more rapid 27 economic upturn for our community; and 28 WHEREAS, the proposed library construction project will 4 5 6 7 8 9 10 11 12 13 14 [I 11 d i' 1 rdramatically improve accessibility of library services to the 2 physically handicapped including persons in wheelchairs who are 3 jOften at the main offices of Rolling Start, one of the City's primary organizations serving handicapped persons, located one block from the project site, and only a few blocks more from ROlling Start's Transitional Living Center; and WHEREAS, the location of the proposed central library will result in increased service to many of the disadvantaged citizens of the community, the project being located immediately adjacent to the area of highest concentration of senior citizens in the City, NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The Board of Trustees of the Free Public Library 15 is authorized to apply for Library Services and Construction Act 16 (Title II) funds made available through the Emergency Job 17 Appropriations Act of 1983, for the construction of a new downtown 18 library in pioneer Park at Sixth and "E" Streets, and the 19 President of the Board is authorized to sign such application and 20 supporting documents for and on behalf of the City. 21 I HEREBY CERTIFY that the foregoing resolution was duly 22 adopted by the Mayor and Common Council of the City of San 23 Bernardino at an~jou;::ned reC'ular __ meeting thereof, held 24 on the 26th day of _,JulY-____, 1983, by the following 25 vote, to wit: 26 27 28 -2- 1 II 2 I I 3 I 4 5 6 7 8 of 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Council Members AYES: Cas"i",qnpclrl.
