BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:

SECTION 1. Findings. '.rho ~layor and Common Council find:

A. Assembly Dill 1958, drafted by Assemblywoman Waters,
8 proposes the liberalization of rules and the easing of
9 restrictions on the handling of absentee voter ballots.

B. The experiences of the City of San Bernardino in the
11 conduct of elections, and particularly in the use of absentee
]2 voter ballots in municipal elections, indicate that the
13 provisions regarding controls on the use of absentee ballots
14 should be tightened, rather than loosened, and that, rather than
15 permit campaign workers interested in a particular candidate or
]6 issue to pick up voted ballots from voters and deliver them in
17 person to the clerk of the election, as authorized by AD 1958,
18 election campaign workers should be prohibited from handling voted
19 ballots under all circumstances.

SEC'l'ION 2.
Implementation. The Mayor and Common Council do
21 therefore resolve:

A. That the City of San Bernardino expresses its opposition
23 to the adoption of Assembly Bill 1958, and urges the legislators
24 representing the City of San Bernardino and all other legislators,
25 to oppose Assembly Bill 1958, and any other bill which authorizes
26 campaign workers to receive from voters voted absentee voter
27 ballots.

B. The City Clerk is authorized and directed to send a copy

!,authorized to send a copy of this resolution to other cities in
