Synopsis of Previous Council action:
June, 1988 -- Allocation of $94,300 from CDBG Funds approved in
1988-89 Budget for street lights on South "E" Street -
Mill to Orange Show Road.
June, 1988 -- Allocation of $143,500 from CDBG Funds approved in
1988-89 Budget for installation of street lights on
Wa terman Avenue, Central Avenue to Santa Ana River.
06-19-89 Approval of Plans and authorization to bid for street
lights on South "E" Street per Plan No. 7802.
07-05-89 Approval of Plans and authorization to bid for street
lights on Waterman Avenue, per Plan No. 7802.
09-18-89 Resolution No. 89-364 adopted, awarding a contract
for the low bid price of $169,283.
Recommended motion:
1. That Change Order No. One to the contract with Steiny & Company,
Inc. for the installation of street lights on South "E" Street,
from Mill St. to Orange SholN Rd., and on Waterman Avenue, from
Central Avenue to the Santa Ana River, in accordance with Plan No.
7802, be approved; to authorize the Contractor to do extra work
caused by unknown, underground obstructions, for an increase in
contract price of $12,587.68, from $169,283.00 to $181,870.68.
2. That the work performed by the Contractor be approved & accepted,
and that final payment be authorized he expiratio he lien
period.

STAFF REPORT
This contract required the Contractor to bore new
electrical conduits beneath existing sidewalks and streets.
During construction, numerous man-made obstacles were
encountered beneath the surface. These obstacles included such
items as old concrete slabs, curb and gutter, vaults and
existing street structure sections. The majority of the
obstructions encountered were on South "E" Street.
Section 3-4, Changed Conditions, of the Standard Speci-
fications, states that a change order shall be issued if unknown
physical conditions, of an unusual nature differing materially
from those ordinarily encountered and generally recognized as
inherent in work of the character are being being performed.
At each obstruction, it was necessary for the contractor
to cut through the existing pavement surface, remove the
obstruction, backfill the excavation and replace the surface
improvements. The total cost of this extra work is $12,587.68,
as determined on a time and material basis. Change Order No.
One authorizes an increase in contract price of $12,587.68. The
total estimated project cost contains a contingency amount of
$28,957.00, which can be used to fund the additional costs for
this change order.
We recommend that Change Order No. One be approved.
All work required under this contract was satisfactorily
completed as of 4-11-90.
The contract

Gentlemen:
In accordance with Section 3-4, "Changed Conditions," of the
Standard Specifications, you are hereby authorized and directed
to remove existing underground obstructions, backfill and re-
place surface improvements at various locations encountered,
on a time and material basis, as delineated on daily extra work
reports Nos. 483-486 and 490-497, for a total cost of
$12,587.68.
