CITY OF SAN BERN" RDINO - REQUEST F"R COUNCIL ACTION
STAFF REPORT
Per the request of Annie Ramos, Director of Parks, Recreation
and community servicc_s, a job audit was conducted on an
existing position of Recreation Specialist, located at the
Belvedere Elementary School Extended Day Care Program.
BACKGROUND
The Recreation Division has provided an extended day
program to the students of Belvedere Elementary School
1977. The program is funded through registration fees
coordinated with the San Bernardino city Unified
District.

School
The program is supervised on-site by an employee filling a
temporary Recreation Specialist position. This employee
performs record keeping, deposits funds, purchases supplies,
coordinates with parents, and supervises 4 part time staff,
(3 Recreation Leaders and 1 Senior Recreation Leader) who
conduct recreation programs for the participants. The
position is scheduled for 40 hours per week.
The continuity in the program is difficult to
because it is hard to retain well qualified people
length of time for temporary positions.
Belvedere Extended Day Care services 60 1st 6th grade
students, 25 High Intensity Language Training (H.I.L.T.)
Program students, a special program for non-english speaking
children, 18 AM Kindergarten and 18 PM Kindergarten students.
This program provides a valuable service to the parents of
students attending Belvedere Elementary School.

RECOMMENDATION
The results of the study indicate that the Recreation
specialist position corresponds to the duties of the
Recreation Program coordinator classification.
The current Recreation specialist position has an hourly
salary range of $5.75 to $6.34. It is recommended that this
position be budgeted as a full time position entitled
Recreation Program coordinator. The Recreation Program
Coordinator is a general unit position at salary range #1074,
$1505 $1833/mo. The annual costs, including fringe benefits
for this position will be $28,595 (step 5), an increase of
$16,032 from the current expenditure of $12,563 for the
existing part time Recreation Specialist position.
This position does not impact the general fund since it is
funded from fees charged at the Belvedere site which go
directly into the Belvedere Trust Account. The current fee
level is sufficient to pay for the full time position.
The Council Personnel committee reviewed this item at their
April 5, 1990 meeting and recommended full Council approval.
