Recommended motion:
1. That 1 position of Draftsperson be deleted and 1 position of
Civil Engineering Assistant I be added to the Engineering
Division, Public Works Department at Salary Range 1108
($2289 - $279l/mo).
2. That the Director of Personnel be directed to update
Resolution 6433.

STAFF REPORT
Per the request of Gene Klatt, Assistant city Engineer, we
have completed an ?~alysis of the existing classifications
within the Design section of the Engineering Division. We
found that Gene's request to upgrade 1 position of Drafts-
person to a civil Engineering Assistant I position is com-
pletely warranted.
The establishment of the civil Engineering Assistant I
position would provide a logical career ladder for the
existing entry level Draftsperson classification to the more
highly qualified journey level engineering classification of
civil Engineering Assistant II. The civil Engineering
Assistant I classification does not currently exist within
this section although it does elsewhere in the Engineering
Division. The civil Engineering Assistant I is the next
level above Draftsperson and directly below civil Engineering
Assistant II. A review of the current Minimum Qualifications
for civil Engineering Assistant II indicates a Draftsperson
could not acquire the appropriate level of experience for the
civil Engineering Assistant II position while performing the
duties of a Draftsperson. With the civil Engineering
Assistant I position established, a natural progression of
promotion for an employee could be to start as a Draftsperson
and move up the ladder to the civil Engineering Assistant II
and even civil Engineering Assistant III levels if the
employee possesses the educational requirements.
The salary for a Draftsperson is Range 1093, $1902-$2319/mo.,
whereas the salary for a civil Engineering Assistant I is
Range 1108, $2289 - $2791/mo. The maximum additional annual
cost for this upgrade will be $6,684 at step 5 including 18%
for variable fringe benefits. Per the department, the
additional cost will be funded by the plan check fees and
automatic annual increases for said fees.
