STAFF REPORT
The center dividers in Waterman Avenue, south of Mill Street, have all
been landscaped. The center dividers north of Dumas, up to Mill are
paved over with asphalt and have significant weeds protruding therefrom.
Waterman Avenue is the city's most important artery and is extensively
used by out-of-town visitors.
Starting next year, all of the utilities will be put underground as part
of a five-million-dollar City/County cooperative project.
I strongly recommend that we proceed to landscape all of the center
dividers south of Mill Street so that they would be compatible with the
landscaping to the south.
Funding for this project should come out of an assessment district. I
would therefore recommend that the City proceed with the formation of
an assessment district to do the landscaping along Waterman Avenue. The
district could be done in phases, extending all the way to Baseline Avenue.
At the bare minimum, however, I would recommend that we start immediately
on the section from Dumas to Mill Streets, so that these improvements would
be in and all of the utilities are placed underground.
