At the Council meeting of 4-16-90, this item was continued to
5-7-90, and the City Engineer instructed to come back with a
recommended solution.
Attached is a map showing the proposed
main from Sierra Way and Leroy Street.

As best as we can determine, there are six vacant parcels that
could be served by this sewer main. It is possible that some
of these parcels could be divided to create more buildable
lots. The proportionate share for each of the six vacant
parcels would be $26,700. This amount would be decreased in
the event that additional parcels are created.
Our review indicated that there are seven developed parcels on
Arrowhead Road. Another option would be to form an assessment
district for all 13 parcels to bear the cost equally. The
preliminary estimated share for each of the 13 parcels is
$12,300, which could be financed over a period of up to 10
years.
At the Council meeting of 4-2-90, the request by Mr. John
Powers for a waiver of the condition to connect to the sewer
system was approved. This approval was based upon information
provided to the petitioner that the parcel was below the grade
of Arrowhead Road, which seemed very plausible in view of the
prevailing topography of the area. However, a field review
revealed that the parcel can easily be served by a sewer main
in Arrowhead Road. This parcel is identified on the attached
map.
Therefore, we recommend that the waiver be rescinded.

In response to Sewer Waiver Request No. 90-2, our field review
indicates that both parcels could be served by a sewer main in
Arrowhead Road, if the house on the westerly parcel was
located on the easterly portion of the lot. Therefore, we
recommend that this request be denied.
The following form motions are recommended:
1. That the waiver granted on 4-2-90 of the condition to
connect to the sewer system for 425 East Arrowhead Road,
be rescinded.
2. That Sewer Waiver Request No. 90-2, by Mr. John Powers for
Assessor's Parcel Numbers 270-093-02 & 14, be denied, due
to the conditions for exemption not being met.
If Mr. Powers, or some other property owners, desires to
develop one of the vacant parcels, they can contact the other
owners and request them to sign a petition for an assessment
District. In the event that this is not feasible, owners
could elect to pay their proportionate share and we could
requ other properties contribute when they develop.
