The City has received $53,959 as its allocation under the Roberti Z'Berg- Harris Urban Open-Space and Recreation Program. The project recommended for use of these funds is for upgrading the walkways in the south portion of Seccombe Lake Park. When the park was constructed, the design called for walkways filled with decomposed granite (D.G.). Since the park has been operating for more than three years, it has been found that the walkways are a constant maintenance problem and a muddy inconvenience as well as lacking in appearance. The walkways are continually washing out and becoming muddy during rain and during normal irrigation periods. Visitors to the park are not able to walk on these paths because of the muddy condition, particularly immediately after irrigation and rainy periods. The need is to replace the D.G. paths with concrete walkways. The second phase of construction on the northend of the park has been completed with concrete walkways because of experience with the first phase construction. Replacing the D.G. paths in the south portion with concrete will maintain continuity throughout the park and provide a much safer and more aesthetically pleasing appearance to the park as well as providing for better maintenance. The department staff has discussed this project with the Park and Recreation Commission and evaluated this need as compared to needs in other facilities. The Commission and the staff are in agreement in recommending this project for funding under the provisions of the ROberti-Z'Berg-Harris Urban Open-Space and Recreation Block Grant Program. This funding requires a minimum of 30\ matching funds of which 5\ must come from some source other than City funds. The project cost is estimated to be $90,908. Utilizing the State grant funds of $53,959 would leave a funding requirement of $36,949. This Department applied for a Community Development Block Grant of $10,000 from the 1990-91 CDBG Program. The CDBG Committee is recommend- ing that the Mayor and Common Council approve this grant request. These CDBG funds. will be used to provide the matching funds requirement as stated above. It is requested that the Mayor and Common Council approve this project for funding under the ROberti-z'Berg-Harris Block Grant Program ($53,959) with the remaining needed funds ($36,949) to come from the 1990-91 Park Construction Fee Fund and CDBG. Under this arrangement, the project will be scheduled to start after July 1, 1990 and will meet requirements of the block grant program as listed in the assurances section of the resolution and application form. RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING THE APPLICATION FOR BLOCK GRANT FUNDS UNDER THE PROVISIONS OF THE ROBERTI-Z'BERG-HARRIS URBAN OPEN-SPACE AND RECREATION PROGRAM FOR THE UPGRADING OF WALKWAYS AT SECCOMBE LAKE STATE URBAN RECREATION AREA. 6 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 7 SECTION 1. Recitals. 8 The people of the State of California have (a) 9 ROberti-Z'Berg-Harris Urban Open-Space and enacted the Recreation Program Act (Public Resources Code sections 5620, et seq.) which provided funds to the State of California and 13 local agencies for acquiring lands and developing facilities for public outdoor recreation purposes. 14 (b) The State Department of Parks and Recreation has 15 been delegated the responsibility to administer the program, 16 and to establish procedures governing application by local 17 agencies for funds. 18 (c) Procedures established by the State Department of 19 Parks and Recreation requires the applicant to authorize by 20 resolution the filing of applications for funding. 21 (d) Public Resources Code section 5626 requires grant 22 applicants to certify compliance with certain laws and 23 regulations. 24 (e) Adopted procedures require the applicant to have 25 adopted a plan showing parks and recreation lands and 26 facilities, existing and proposed. 27 (f) The city's General Plan was first adopted by the 28 Mayor and Common council on October 3, 1964. 3/6/90 -1- 1 2 RESOLUTION RELATIVE TO THE UPGRADING OF WALKWAYS AT SECCOMBE LAKE STATE URBAN RECREATION AREA. 3 4 5 6 7 10 11 12 13 14 15 (g) The proposed project at Seccombe Lake State Urban Recreation Area appears on the city's General Plan. The Plan is consistent with the california Outdoor Recreation Resources Plan and is in conformity with the State Environmental Goals and Policy Report. 8 (h) The project is compatible with the land use plans 9 of those jurisdictions immediately surrounding the project. SECTION 2. The Mayor and Common Council approve the filing of applications for grant assistance under the Roberti-Z'Berg-Harris Urban open-Space and Recreation Program Act. SECTION 3. The Mayor and Common Council certify that the city of San Bernardino understands the certifications 16 set forth in the application, and authorize the Director of 17 the Parks, Recreation and Community Services Department to 18 make the certifications, except those specifically required 19 to be made by legal counsel. 20 SECTION 4. The Mayor and Common Council certify that 21 the city of San Bernardino has or will have sufficient funds 22 to operate and maintain the project. 23 SECTION 5. SECTION 6. The Director of Parks, Recreation and Community services Department of the city of San Bernardino is authorized and directed to execute on behalf of the city application for block grant funds under the provisions of the Roberti-Z'Berg-Harris Urban open-Space and Recreation Program, a copy of which is attached, marked Exhibit "A".
