Synopsis of Previous Council action:
Ordinance adopted by Mayor and Common Council on April 9, 1990,
establishing a Mobile Home Rent Board.
Recommended motion:
1. That the Director of Personnel be directed to prepare a proposed job
description and salary range for the position of Mobile Home Rent
Coordinator for review by the Council Personnel Committee.
2. That the Director of Finance be directed to establish a fund identi-
fied as the Mobile Home Park Fund.

STAFF REPORT
On April 9, 1990, the Mayor and Common Council adopted an
ordinance establishing a Mobile Home Rent Board. This same
ordinance establishes a Division Head position in the City
Administrator's Office to "administer and carry out to the
fullest extent, the expressed intent and purpose of this
ordinance.
The Council directed that a pUblic hearing be held for the
purpose of adopting a resolution setting fees and deposit
charges. This report provides background information
regarding potential revenues and projected expenditures.
There are several assumptions built into this report, all of
which have financial ramifications. The assumptions are
based on "fullest extent and expressed intent" language.

While the ordinance establishes one position, the Director,
the duties and responsibilities exceed the capabilities of
one person. The proposed staffing of this division is two
people: a Director, and one clerical person. Figured at top
step with fringes, the maximum cost would be $84,000. Legal
services are conservatively estimated at $10,000. Code
enforcement will be through existing staff. Any differences
in either cost would offset the other. Commissioners are
entitled to compensation and reimbursement of reasonable
expenses. These costs are estimated at $3,000. All other
expenses are estimated at $13,400 for a program cost of
$110,400. Furniture and space are available.
The proposed "revenues are from new sources. The owner and
tenant fees are new monies and could be adjusted periodically
to reflect the cost of providing the service. The low and
moderate 20% set aside funds are new monies, which provide a
base for the program. The use of these funds is justified by
approximately 60% of tenants being identified as low and
moderate income. An additional portion of 20% set aside
might be considered for repair loans for coaches and/or
property that serves low and moderate income citizens.

It is recommended that 1) the resolution be adopted, 2)
Personnel Director prepare a proposed job specification and
salary for the position of Mobile Home Rent Director for
consideration by the Council Personnel committee, and 3) the
Finance Director establish a fund identified as the Mobile
Home Park Fund for the purpose of receiving revenues from
registration fees, and 20% set aside monies and paying the
expenses of administering the Mobile Home Rent Program as set
forth in Ordinance 726.
