The agree- ment provided for the expenditure of Twenty Percent Set-Aside housing funds for the construction of two-hundred, twenty eight (228) apartment units. Because the low to moderate income housing funds are to be spent outside the boundaries of redevelopment project areas, it is necessary for the Mayor and Common Council and Community Development Commission to adopt a mutual benefit resolution. Although this project principally benefits the State College Redevelopment Project Area, housing funds from ,other project areas also contributed to the total amount of agency assistance ($1,650,000). The low and moderate income residents of other project areas will also benefit from the construction of the subject units. I recommend adoption of the attached resolution. Kenneth J.
