Synopsis of Previous Council action:
June, 1987 -- Allocation of $250,000 in 1987/88 Street
Construction Fund Budget approved to finance cost
for preliminary engineering.
Dec., 1987 Authorization granted to nominate preliminary en-
gineering for Federal-Aid Urban Funding.
07-18-88 Resolution No. 88-271 adopted authorizing execu-
tion of an agreement with Moffatt & Nichols,
Engineers, for professional services.
Recommended motion:
That the City Clerk and City Engineer be authorized and directed
to proceed with the establishment of an assessment district under
the provisions of the Municipal Improvement Act of 1913 and the
Improvement Bond Act of 1915 for widening the South "E" Street
Bridge over the Santa Ana River and to do all things necessary
to bring the project to a timely completion.

STAFF REPORT
Plans for widening the South "E" Street Bridge, over the
Santa Ana River, from two to four lanes, are being prepared by
the consulting firm of Moffatt & Nichols, Engineers. Federal-
Aid Urban Funds have been approved to finance 86% of the cost
for preliminary engineering.

A letter, dated 4-16-90, has been received from the
Sunset Group requesting that an assessment district be formed to
finance the construction. This request envisions an area
extending north on "E" Street to the Orange Show Road, and east
on Hospi tali ty Lane to Tippecanoe Avenue. Convincing property
owners within these boundaries to agree to the formation of an
assessment district will be difficult.
It may be necessary to reduce the boundaries of the
district, in order to develop majority support. Granting
authorization to proceed will allow us to meet with the property
owners and work out a district with acceptable boundaries. The
boundaries may be reduced at the public hearing, but cannot be
expanded.
The South "E" Street Bridge is located within the
Southeast Industrial Redevelopment Project Area. Bond proceeds
from this project area could be used to supplement the assess-
ments lost through reduction of the boundaries.
Widening the South "E" Street Bridge is a vitally needed
improvement. We recommend that authorization be granted to
proceed, to enable us to meet with the affected property owners
and attempt to develop an assessment district that will be
acceptable to a majority of the property owners.
COMMENT: Although funding has not been identified, the Mayor has identified
this project as a priority for the RDA Bond Refinancing Proceeds.
City/RDA participation assumes the leveraging of substantial
private sector funding.

Dear Roger:
To assist the Redevelopment Agency and the City in promoting
development of an assessment district for the South "E" Street
Bridge and other improvements, I am requesting the City of San
Bernardino initiate proceedings accordingly.
I am prepared to participate with all land owners in the proposed
project area, under certain conditions, to share in the funding
to the City for handling and development of the assessment
district if required.
We initiate this process to assist the City in a public/private
sector undertaking to enable the City to achieve it's goal of
widening the bridge. It is important to be totally aware that
this will not, nor is not, an acceptance to make any of these
costs a condition to the development of Buildings #10, #11, and
#12 in the Sunwest Professional Park. Our cooperation and
participation cannot be construed or manipulated to imposing
these costs on our future development unless agreed to in an
acceptable assessment district with realistic area boundaries.
We propose that the district, for the first area, spread up "E"
Street to the north boundary of the Orange Show with the freeway
to the west and flood control to the east all the way south to
the Santa Ana River. The second area to include all the land in
the City of San Bernardino on the west side of the Orange Show
ramp, both north and south, and all the way down south to the
I-10 freeway. The third area is south of the Santa Ana River
from the north east side of the !-2l5/I-10 interChange to the
west all the way east to the Anderson/Tippecanoe Off-ramp (site
plan attached).
