Synopsis of Previous Council action:
June, 1987 Allocation of $49,005, from 1986 Bond Funds,
approved in 1987/88.
2-20-89 Plans approved and authorization granted to
advertise for bids.
2-20-89 Transfer of $32,000, from Account No. 243-363-
57528, "Patton Park Development," to Account No.
243-363-57532, "Lytle Creek Parking Lot," approved.
6-05-89 Resolution No. 89-170 adopted, awarding a contract
for the low bid price of $59,271.12.

Recommended motion:
1. That Change Order No. One to the contract with IPS Services,
Inc., for the rehabilitation of Parking Lots at Lytle Creek
Park, in accordance with Plan No. 7694, be approved,
authorizing the Contractor to grade and compact A.C.
grindings, and place additional thickness A.C. pavement for
an increase in the contract price of $9,388.04, from
$59,271.12 to $68,659.16.
2. That the work be approved and accepted and that final
be authorized at the expiration of the lien period.

STAFF REPORT
The two parking lots at Lytle Creek Park were designed
to receive a one-inch thick asphalt concrete pavement overlay.
However, due to settlement of the existing asphalt parking lots,
many low areas within the first lot paved, required additional
A.C. thickness in order to provide proper drainage and avoid
continued water damage.
In order to reduce the cost to rectify this problem on
the second lot, A. C. grindings were placed by City forces in
order to fill in the low areas. The Contractor graded and
compacted the A.C. grindings prior to pavement placement.
Change Order No. One authorized an increase in the
quantity for asphalt concrete from 450 to 641.36 tons due to the
need to place extra thickness A. C. pavement in the low areas,
and grade and compact the A.C. grindings. The extra A.C.
pavement is 192.36 tons at the contract unit price of $39.00 per
ton. The grading and compacting of the grindings is performed
for the agreed price of $1,925.00. The total cost of Change
Order No. One is $9,388.04, increasing the contract price to
$68,659.16. The project estimate includes contingencies in the
amount of $10,128.88, which is sufficient to fund the additional
cost of this change order.
All work was satisfactorily completed as of 4-11-90.
The project was awarded for the low bid price of $59,271.12.
