A 2l-day public review period was afforded from 03-22-90 to 04-11-90. No comments were received. Discussion Measures: of Environmental Evaluation and Mitigation 19. The project area is located within a liquefaction zone. Because the project is not subject to Ordinance MC-676, a liquefaction report is not required. If a major earthquake was to occur, the sewer lines could rupture and discharge into the ground. Because of the relatively small potential magnitude of such a spill, the resultant environmental impact would be minimal. 3b. The installation of a storm drain will alter the course or flow of flood waters. However, the intent and design of a 3torm drain i3 to reduce the potential damage due to flooding through the redirection of flood waters. Therefore, no negative impacts will result from the alteration of the cour3e or flow of flood water3. 5b. During construction, exterior noise levels are expected to exceed 65 dB. Since the increase in noi3e level3 will be temporary, and because the hours of construction activity will be limited by Municipal Code Section 8.54, the impact i3 not considered to be significant. 8b. Several commercial and industrial buildings will have to be acquired by the City and demolished to accommodate the proposed extensions of Valley and "F" streets, and the widening of "E" and "G" Streets. All building demolitions shall be subject to Uniform Building Code standards to ensure that there are no significant environmental impacts. In the event that any of the buildings contain asbestos, those buildings shall not be demolished until the asbestos has been extracted in compliance with Uniform Building Code and State of California standards and requirements. 9d. Due to construction activity on public streets, there will be temporary alterations to present patterns of circulation. The resultant impact shall be mitigated through the use of traffic controls, such as barricades, flagmen and detours. There will also be permanent alterations to present patterns of circulation due to the expansions of Valley and "Fit Streets. The intent of the proposed street expansions is to accommodate future commercial development in the Central City South Overlay District and, therefore, mitigate the impacts created by future increases in traffic demand.
