Synopsis of Previous Council action:
1979 - On an action by City Council, the parking lot at Perris Hill Park located
on 21st Street, east of the Flood Control Channel, was directed to be
closed.
Recommended motion:
That the Parks, Recreation and Community Services Department be authorized
to permit use of the 21st Street Parking lo~ east of the Flood Control
Channel at Perris Hill Park on a controlled basis.

HILL PARK ON 21ST STREET AND
EAST OF THE CHANNEL ON A
CONTROLLER BASIS.
The parking lot at perris Hill Park located on 21st Street on
the eastside of the flood control channel was closed by an
action of city Council in 1979. This action was a result of
a recommendation by the Parks and Recreation commission due
to reports of problems in the parking lot. These included
"vans playing loud music, beer cans and other trash were
being thrown in their yards, reckless driving of automobiles
and motorcycles, indecent exposure, loud vulgar language and
what appeared to be use of drugs and drug overdoses which
require paramedical support". *
With the closure, users of the park were essentially
accommodated by the parking lot adjoining the YMCA. with the
construction of the Senior citizens Center as well as
improvements to the tot lot, this parking lot has been
heavily impacted. Additional improvements to the group
picnic area east of the channel as well as anticipated growth
in YMCA participation is expected to cause demand on the
parking lot exceeding its capacity.
At its regular meeting of March 9, 1990, the Senior Affairs
Commission recommended to the Parks and Recreation commission
that it endorse the reopening of the east parking lot on a
controlled basis and to recommend such to City Council. The
Parks and Recreation Commission, at its meeting of March 21,
1990 unanimously approved a motion to recommend the reopening
of the lot on a controlled basis. The parking lot would be
opened during special events, reservations of the group
picnic area or heavy use days. Access to the lot would be
controlled by staff.
