STAFF REPORT
The two subject properties are located on the southerly
side of Arrowhead Road approximately 500' easterly of Waterman
Avenue. Both parcels are about 1 acre each.
Both parcels are currently owned by J~hn Bueler and are
in escrow to be purchased by the applicant for the purpose of
constructing one single family house on each parcel.
This waiver request differs from the recent application
for the property at 425 E. Arrowhead Road because these parcels
do not have existing septic tanks.
The nearest available sewer is located in 49th Street at
Waterman Avenue, about 1000 feet from the site. The preferred
sewer extension would be up Waterman Avenue and Arrowhead Road
to the site; however, considerable filling of the site would be
required to achieve drainage from the site to Arrowhead Road.
Such filling may not be practical due to the shape of the
parcel.
An alternate sewer extension could be north in Waterman
Avenue to a proposed easement, then easterly to the southerly
edge of the parcels. This alternative appears to be practical,
however, it will require the applicant to purchase a sewer
easement from at least one adjacent property owner.
The applicant has indicated that the cost to run the
sewer under Waterman Avenue (his estimate $50,000 to $100,000)
would be a tremendous expense for his project.
Ordinance No. MC-663, Section B-1, allows the Mayor and
Common Council to approve a sewer connection waiver when a
proposed single family development is on a lot larger than 1/2
acre and a natural obstruction prevents the practical extension
of the sewer system to the project. We do not feel the subject
properties qualify for a waiver under this criteria and
recommend denial.
Since we are recommending denial, the proj ect has not
received environmental review. The project will need to be sent
back for environmental clearance if approval is contemplated.

I am requesting a sewer waiver on lots 2 & 14 of 425 E.
Arrowhead Rd., San Bernardino, each of these lots are
larger than one acre. The sewer would be a tremennnlls
