ROLL CALL Roll call was taken with the following being present: Commission Members Esther Estrada, Jack Reilly, Jess Flores, Michael Mauds1ey, Tom Minor, Valerie Pope-Ludlam and Norine Miller. ABSENT: Chairman W. R. Holcomb. STAFF PRESENT Robert J. Temple, Acting Executive Director, Redevelopment Agency; John Hoeger, Development Manager, Redevelopment Agency; Dennis A. Barlow, Senior Assistant City Attorney; Marshall Julian, City Administrator; Shauna Clark, City Clerk; Margie Vance, Recording Secretary. Public Comments on Items not on Agenda. TIlere were no public comments. 1. Community Development Commission Minutes Commission Member Flores made a motion, seconded by Commission Member Estrada, to approve the minutes of March 19, 1990, of the meeting of the Community Development Commission of the City of San Bernardino, as submitted in typewritten form. The Flores, Absen t: motion carried by the following vote: Mauds1ey, Minor, Pope-Ludlam, Miller. None. Ayes: Noes: Members Estrada, Reilly, None. Abstain: None. 2. Approving an agreement with Wood-Husing and Associates for financial services. A lengthy discussion ensued regarding whether or not a Request For Proposal (RFP) process was needed prior to approving the Wood-Husing agreement. It was stated that it is within the Executive Director's authority to request services in the amount not to exceed $25,000 without a RFP process. 1 April 2, 1990 1962R i. Commission Member Pope-Ludlam made a motion, seconded oy Commission Member Miller, to receive and file the agreement with Wood-Husing and Associates for financial services. Commission Member Flores made a motion, seconded by Commission Member Estrada, to receive and file the staff report. The Flores. Abstain: None. 4, Establishment of Hard to Handle Trash Collection Pilot Program. A discussion ensued regarding the pilot program be initiated on a one time basis to help ascertain the level of equipment which will be needed as well as the amount of material which will have to be dumped at the landfill. The City Clerk read the titles of the resolutions. Mayor and Common Council RESOLUTION 90-118 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, MAKING FINDINGS AND DETERMINATIONS AS TO THE BENEFIT OF CERTAIN REDEVELOPMENT ACTIVITIES FOR THE STATE COLLEGE REDEVELOPMENT PROJECT AREA. Council Member Miller made a motion, seconded by Council Member Flores, to waive further reading of the resolution and to adopt the resolution. Community Development Commission RESOLUTION NO. 5245 RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO, CALIFORNIA, MAKING FINDINGS AND DETERMINATIONS AS TO THE BENEFIT OF CERTAIN REDEVELOPMENT ACTIVITIES FOR THE SOUTHEAST INDUSTRIAL PARK REDEVELOPMENT PROJECT AREA. Commission Member Miller made a motion, seconded by Commission Member Flores, to approve the Hard-to-Hand1e Trash Collection Pilot Program, as detailed in the staff report, at a cost not to exceed 520,000. Authorize the investment of surplus funda and authorize the Executive Director to make deposits in accordance with provisions of the Government Code. Community Development Commission RESOLUTION NO. 5246 RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE INVESTMENT OF SURPLUS FUNDS, AND AUTHORIZING THE EXECUTIVE DIRECTOR TO MAKE DEPOSITS IN ACCORDANCE WITH THE PROVISIONS OF THE GOVERNMENT CODE OF THE STATE OF CALIFORNIA.
