Henderson Director of Community Development SUBJECT: NEIGHBORHOOD SPIRIT PROGRAM (NSP) DATE: April 4, 1990 COPIES: Executive Assistant to Mayor; Community Development Specialist ----------------------------------------------~-------------- Several months ago, the Neighborhood Spirit Program (NSP) was proposed to assist in the beautification and rehabilitation of certain, focused neighborhoods within the City. The program had five (5) major components consisting of the following: Paint Program Exterior Improvement Program Neighborhood Rehabilitation Program Code Enforcement Program Public Improvement Program Because of new legislation affecting the use of twenty per- cent (20) set-aside funds, in particular A.B. 2080 and A.B. 1735, the original goals and objectives of the NSP had to be restructured in order to eliminate some of the more burden- some and onerous provisions of the proposed program. As such, the Mayor's Executive Assistant, the RDA Executive Director and the Director of Community Development met to structure a more streamlined program which comforms with the intent of the law and removes the program components that are duplicated by programs administered by other City depart- ments, In order to stay within the confines of law and develop a program that meets our local needs, staff is recommending that pilot projects be initiated in two focus areas as follows: 1. Kendall between Little Mountain Drive and Lakewood 2. 2000 block of Herrington North to Highland Avenue The revised NSP will consist of a paint program, installation of street trees, sidewalk fill-in, installation of patterned INTEROFFICE MEMOknRDUM: 9004-1303 NEIGHBORHOOD SPIRIT PROGRAM (NSP) April 4, 1990 Page 2 concrete, where appropriate, driveways and driveway ap- proaches and mending fences. As is evident, the program emphasis has shifted somewhat from substantial rehabilitation to beautification, inasmuch as the CDBG-Financed Neighborhood Rehabilitation Program finances substantial rehabilitation throughout the city for low and moderate income households, It is anticipated that the paint program will be a grant program up to a maximum of $6,500, with the property owner to finance costs above this amount. Driveways will be installed on a 50 - 50 basis, with the possibility that senior citizens on fixed income will be granted the cost of this component. The NSP will bear the cost of the sidewalk fill-in, street trees, driveway approaches and patterned concrete. The property owner will be asked to finance the cost of new fencing through low-interest loans provided by the program. At the time the Agency issued new tax allocation bonds, it was anticipated that approximately $600,000 could be alloca- ted to this program. If the Committee and Commission approve funding for this program from the bond proceeds, all of the above activities must be financed from grants rather than loans. Conversely, the tax increment portion of the low/moderate housing fund may be loaned to eligible house- holds. I recommend the Committee approve the Neighborhood Spirit Program in concept and direct staff to develop a budget for the NSP to include staffing, overhead, marketing, printing and legal costs.
